Given the simultaneous and ongoing regional and global crises affecting Tajikistan and the necessity to maintain WFP’s leading role in supporting the Government of Tajikistan in emergency response while being the partner of choice in other areas such food security and stability, this post’s primary focus is to provide updated, relevant and easily retrievable information about WFP’s responses. Telling a better story about WFP work in Tajikistan has become an imperative to secure additional investments and tap into non-traditional funding pots to better support the Government of Tajikistan.

The Programme Policy Officer (Information Management) operates with a high degree of independence, is involved in a wide variety of programme and policy activities and analytical work of high complexity. The job holder will also provide advanced on-demand data analytics and data visualizations to support contextual analyses, and to enable data-driven programme and project planning, implementation, monitoring, and communication of results.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting directly to the Deputy Country Director, will strongly interact with Programme Unit, Field Offices and Functional units. The incumbent is expected to perform the following duties and responsibilities:

  • Provide programme and project management support to programmes and projects, ensuring a coordinated approach between programmes that complies with WFP standards and procedures.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Lead/support the preparation of Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the Country Office Programme Unit, Supply Chain, Budget and Programming; Finance and Administration, CAM and Partnerships, HR, and other functional Units and the Field Offices by coordinating to ensure coherence and quality of performance information.
  • Contribute to the preparation of strategic agreements, joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP.
  • Contribute to a Partnership, CAM and Reporting Unit portfolio with the aim to maintain and enhance the visibility and reputation of WFP Tajikistan.
  • Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fundraising activities, ensuring consistency with corporate messages.
  • Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Support the initiatives for developing improved, streamlined, and harmonized reporting and advocacy related materials as required.
  • Any other duties as required.


Education: Advanced University degree, preferably in International or Public Relations, Business Management, Social Sciences, Journalism or other relevant field, or First University degree with additional years of relevant work experience and/or advanced training/courses.


  • At least 3 years of postgraduate professional experience in relevant field of work with background and interest in international humanitarian development.
  • Strong knowledge of reporting practices, communication tools and theoretical background.
  • Has worked within large teams with somewhat varied areas of expertise in the delivery of innovative communications projects;
  • Collaborated with a diverse array of humanitarian actors, including governments, NGOs, UN agencies, civil society, etc.

Knowledge& Skills:

  • Strong written and oral communication skills, including substantive analysis and report writing skills.
  • Proficiency in MS Office programs as well as visualization and publication software;
  • Knowledge of project reporting theory and ability to quickly assimilate large amounts of complex data;
  • Ability to work independently and as part of a multifunctional team;

Languages: Fluency in oral and written English and Russian is required.
