Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief if Mission (CoM) and the direct supervision of the Senior Programme Coordinator (Emergency and Post-Crisis (EPC)), the Programme Officer will be responsible for technical aspects related to the International Organization for Migration (IOM) Pakistan’s Humanitarian, Recovery and Resilience Programming, including the response to the Afghan nationals in Pakistan and natural disasters.

The successful candidate will provide technical support by monitoring the implementation of project activities, providing technical inputs and information updates, liaising with field teams and programme managers for information sharing and ensuring close link with the programme support unit for project development and reporting, information management, and other cross-cutting programmatic priorities.

Core Functions / Responsibilities:

  1. Support the Senior Programme Coordinator (EPC) by monitoring the implementation of Humanitarian, Recovery and Resilience Unit (HRRU) project activities and emerging operational and strategic priorities.
  2. Liaise regularly with Project Managers and contribute to the development of tools to monitor progress, including projects expenses and implementing partners agreements, with a special focus on improving inter-sectoral project coordination.
  3. Support the Senior Programme Coordinator and the Project Managers with the development of planning and strategic documents by providing technical inputs and information.
  4. Liaise with IOM Regional Offices (RO) and Headquarters (HQ) to respond to requests for information, including programmatic and contextual updates.
  5. Liaise with field offices and field coordinator to help identify operational challenges, capacity building needs and programmatic opportunities through a solution-oriented approach.
  6. Consolidate and analyze data on programme implementation, beneficiary numbers, and project indicators and draft regular information products in close coordination with Project Managers, the Programme Support Unit (PSU) unit and senior management.
  7. Coordinate sectoral meetings attendance plan and support with organizing HRRU meetings, including with the drafting of minutes and tracking of the action points.
  8. Manage HRRU shared folders and ensure classified and easily accessible up-to-date programme information, including latest project documents, reports, monitoring plans and updated budgets.
  9. Work to promote linkages between project teams and facilitate discussions with PSU on project development, reporting, Monitoring and Evaluation (M&E), Compliance, etc. to assist in resolving challenges, follow-up with project managers on inputs submission and to support collaboration, as needed.
  10. In close coordination with Project Managers and in support to PSU, provide technical inputs to support the development of new project proposals and the drafting and review of donor reports to facilitate the preparation of high quality and timely submissions.
  11. Keep abreast of developments in the crisis context, adapting to frequently changing demand in a highly volatile context and conduct field visits to monitor implementation strategies, plans and challenges.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, International Development, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • International experience in emergency operations, including support to displaced populations and refugees;
  • Experience in working with and monitoring implementing partners, supporting complex humanitarian operations, report writing and information management;
  • Experience delivering on set objectives, meeting deadlines, and working with limited supervision;
  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.
  • Previous experience with IOM an advantage.

Skills

  • Demonstrated organizational skills and effective coordination with internal and external stakeholders.
  • Technical familiarity with wide range of humanitarian sectors.
  • Strong writing skills and information management skills.
  • Demonstrated ability to establish effective and working relations with local staff and other stakeholders.
  • Familiarity with the Pakistan Afghan crisis and humanitarian context is an added advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Urdu or Sindhi is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
