Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Protection Coordinator, the Programme Manager (Protection) will be responsible for operationalizing the Protection Unit’s strategy, by providing oversight, supervision and guidance to the International Organization for Migration (IOM) Ukraine protection programme and staff, and contributing to project development and implementation.

Core Functions / Responsibilities:

1. Coordinate the implementation of the current protection in emergencies and development programming, ensuring activities are performed at the highest level of quality and standards, and that the respective projects are in line with IOM, sectoral (Global Protection Cluster and Areas of Responsibilities, etc.) and donor guidelines and requirements, including budgetary aspects.

2. Proactively contribute to the unit’s resource mobilization, including to appeals, by engaging with donors when needed, and developing new and expanding existing projects or adding protection components in multi-sectoral projects – in coordination with the Policy, Liaison and Programme Development (PLPD) Unit as well as other thematic units in the Country Office (CO).

3. Introduce best practices and new insights into the delivery of activities and development of the protection strategy, vision and projects, from the global-level protection work undertaken within IOM and the wider United Nations (UN) family and based on the good practices from other IOM COs.

4. Ensure the continuous improvement of results and effectiveness related to the thematic programmes and activities, through improved monitoring and evaluation processes, as well provision of general recommendations related to improvement of activities and approaches; monitors project risks and advises the senior management, as well as regional office and headquarters (as appropriate), on decisions needed and actions to be taken.

5. Provide advice and guidelines to IOM CO in Ukraine, on issues related to protection in emergencies, migrant protection and assistance, disability inclusion, including by recommending common processes, standards and tools and compliance to institutional (including thematic) instructions and guidelines, in line also with interagency and global sectoral standards and principles.

6. Manage and coordinate the work of the Programme staff, ensure capacity development and contribute to opportunities for career development.

7. Ensure timely reporting and information sharing with donors, the internal IOM structures, governmental and UN stakeholders, and oversee staff allocated to such functions, as well as in the context of different coordination mechanisms.

8. Ensure consolidation existing operational data, provide guidance for data collection and analysis and compliance to relevant IOM global data strategies, and include or promote the inclusion of analyses and findings in knowledge products, visibility materials, position papers and donor reports.

9. Establish, revive and maintain partnerships with relevant stakeholders that range from Non-Governmental Organisations (NGOs) and other UN agencies to diplomatic COs and key state institutions at different levels.

10. Contribute as need, to the CO’s strategy, workplan, results framework, vision and any other key documents and approaches that require thematic expertise.

11. As may be appropriate, represent the Organization at the different inter-agency and multistakeholder fora, meetings, and events, including in the context of IOM’s engagement with state authorities, non-governmental organizations, other humanitarian organizations or the private sector.

12. Contribute to the planning and implementation of initiatives aimed at providing public information on migrant protection and assistance and increasing the visibility of the work of the Organization.

13. Liaise with other units to ensure coordination of implementation, including by ensuring protection intervention is integrated in other IOM sectors of assistance. Advocate for mainstreaming of protection, disability inclusion, rights-based approach and accountability to beneficiaries in the work of the IOM CO in Ukraine, as well as that of the implementing partners.

14. Liaise, provide information and contribute into regional-level and Headquarters (HQ)-level reporting and information needs as needed.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Migration Studies, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Significant work experience in, and excellent knowledge of, displacement and migration issues, human rights, and specifically counter-trafficking and protection in emergencies, and proven ability to guide staff on these topics;

• Significant technical experience in case management, psycho-social support services and/or community-based protection, particularly for crisis-affected populations;

• Demonstrated expertise in planning, formulation, implementation, monitoring and reporting on migrant protection and protection in emergency issues.

Skills

• Ability to work effectively under pressure in hardship situations and harmoniously in a team with colleagues from varied cultures and professional backgrounds;

• High degree of judgment and initiative; ability to work independently within assigned areas;

• Demonstrated ability to supervise and manage large field teams at an operational level;

• Excellent knowledge of project management or humanitarian funding cycles;

• Good understanding of data collection methods and analysis, and experience in use of data to feed into programmes, visibility initiatives and reporting;

• Proven ability to represent IOM Protection internally and externally, e.g. in UN and other coordination structures.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Ukrainian or Russian language is an advantage.
