Organisational Setting and ReportingThis position is located in Baghdad, Iraq. The incumbent will report to the Head of the Global Programme on PRR in the United Nations Centre for Counter-Terrorism (UNCCT) of the Office of Counter-Terrorism (OCT) at the United Nations Headquarters in New York. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The Global Programme on Prosecution, Rehabilitation and Reintegration (PRR) is designed to support Member States to meet the requirements from the General Assembly and the Security Council to implement comprehensive and tailored PRR strategies for individuals who they have reasonable grounds to believe are terrorists, including suspected foreign terrorist fighters (FTFs) and their accompanying family members, including spouses and children. To this end, the UN Secretary General launched the Global Framework for United Nations Support on Syria / Iraq Third Country National Returnees, which provides integrated ‘all-of-UN’ technical and financial support that addresses the humanitarian and protection needs of returnees from Iraq and Syria while also responding to accountability and security concerns. As co-chair of the Global Framework, UNOCT through the Global Programme on PRR supports the counterterrorism efforts of the Government of Iraq by implementing the Global Framework and providing guidance, coordination and capacity building support in the prosecution, rehabilitation, and reintegration of returning foreign terrorist fighters and their families. The Programme Management Officer (PMO) will provide support under Global Framework to the Government of Iraq, including through the Technical Working Group for the Implementation of the Global Framework for Iraqi Returnees from Syria, under which UNOCT co-chairs the Security and Accountability Taskforce together with the Government of Iraq. The PMO will also provide technical assistance on Security and Accountability matters to national authorities to address urgent needs in the screening, prosecution, rehabilitation, and reintegration of returning adults.

Responsibilities

Within limits of delegated authority the Programme Management Officer will be responsible for the following duties:

  •  Contributes to the development and evaluation of assigned programmes/projects in Iraq, etc.;
  •  Contributes to the monitoring and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  •  Coordinates UNOCT’s Security and Accountability support to the Government of Iraq on the return of Iraqi nationals who may have alleged or actual links or family ties to designated terrorist groups from Northeast Syria.
  •  Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  •  Researches, analyzes and presents information gathered from diverse sources.
  •  Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  •  Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  •  Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  •  Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  •  Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  •  Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  •  Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  •  Performs other duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration, or related area is required. Experience working on coordination and programme implementation in an international setting is required. Experience supporting Member States to strengthen rule of law, including on human rights safeguards in the criminal justice system, and/or on rehabilitation and rehabilitation in a counter-terrorism context is required. Experience in monitoring project datasets through software applications is desirable. Experience monitoring and evaluation is desirable. Experience in counter-terrorism and/or the prevention of violent extremism is desirable. Experience working in Iraq is desirable. Experience working on Prosecution, Rehabilitation and Reintegration (PRR) is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written English and Arabic is required. Knowledge of another official United Nations language is an advantage.

  •  This position is temporarily available through 31 December 2023, with the possibility of extension.
