Organisational Setting and ReportingThis position is within the Disarmament, Demobilization, Repatriation, Reintegration and Resettlement (DDR/RR) section of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The incumbent will be based in Goma and will report to the Chief of Section. She/He will also act as the deputy Chief of Section.

Responsibilities

Within delegated authority, the Programme Management Officer (DDR) will be responsible for the following duties in relations to the good offices, technical advice and support provided to the Government of the DRC in the DDR of Congolese combatants, DDRRR of foreign combatants and through CVR programming.

  •  Supports the Chief of Section in the management of the section, including by providing guidance to staff and oversee their work.
  •  Performs consulting assignments, in collaboration with internal and external DDR/RR-CVR stakeholders, by planning and facilitating workshops, or through other interactive sessions and assisting in developing the action plan that the client will use to manage change.
  •  Researches, analyzes and presents information gathered from diverse sources.
  •  Coordinates DDR, DDRR and CVR policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
  •  Generates survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  •  Develops, implements and evaluates DDR/RR-CVR programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  •  Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  •  Provides guidance to external consultants, government officials and other parties and drafts mission summaries, etc.
  •  Organizes and prepares DDR/RR-CVR written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  •  Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  •  Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  •  Performs other related duties

EducationAdvanced university degree (Master’s degree or equivalent) in political or social sciences, law, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work ExperienceA minimum of seven (7) years of progressively responsible experience in the field of political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. At least two (2) years’ experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) in a conflict or post-conflict setting is required. Experience in managing small teams is required. Specific programmatic experience, including monitoring and evaluation, relating to reintegration of conflict-affected populations, DDR, community violence reduction and/or stabilization/early recovery is desirable. Project management experience which involves coordination with multiple stakeholders and/or Member States is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required.
