Founded in 1979, Radio Rurales International is a Canadian non-profit organization that works with African radio stations to create and maintain quality interactive radio programming that respects information rights and large-scale communication of rural and marginalized communities in sub-Saharan Africa. Together with our partners, RRI implements a wide range of development communication projects focused on food and nutrition security, climate change, and, gender equality and basic health. More than 1,350 radio stations from 38 countries are participating in the Rural Radio Network. Hundreds of stations use our program templates and resources to design and broadcast thousands of’hours of interactive radio programs each year. Our communication solutions are designed to respond to and transform gender relations and ensure the participation of women, young people and marginalized groups at every stage of the program design and implementation process. RRI is’s committed to gender equality and’inclusion as a cross-cutting priority as well as’an end in itself.

Radios Rurales is looking for a candidate to join a small program development team focused on obtaining continuous and new funding to support the mission, RRI strategies and growth. The person will contribute to the identification, design, coordination, drafting and submission of winning proposals and opportunities throughout the organization, by working in close collaboration with national teams and specialized services. They will take charge of the management and monitoring of the financing pipeline via Salesforce CRM ( customer relationship management ).

KEY AREAS OF RESPONSIBILITY

The Programme Development Officer(e) plays a key role in the management of country-led and GLOBally driven proposal processes, supporting consultations, and, negotiations and pipeline management. They will coordinate and conduct risk reviews, draft concepts and proposals, and coordinate budget development. They will also contribute to building the capacity of country teams to effectively generate opportunities in countries through donor networking and engagement.

  1. Role
    • Ideation and drafting of proposals : facilitate project design and internal/external consultations with technical teams and project partners in a broad sense ; write winning proposals and concept notes
    • Coordination of tenders : ensure timely submission ; prepare documentation in support of proposals, for example collaboration agreements, contracts, etc.
    • Ensure compliance with internal processes, including risk review, budgeting and archiving procedures for proposals.

With the support of the Senior Programme Development officer and in collaboration with senior programme officers, country team leaders and specialized teams, the SC will contribute to the effective implementation of program development strategies and tasks to the highest standards and to the satisfaction of all internal members and external stakeholders, including :

  • Mapping, developing and contributing to the maintenance of partnerships and relationships with existing and potential funding partners and program partners.
  • To represent RRI at the partnership meetings/consortium negotiations with the partners and the donors
  • Identify, analyze and present valid program opportunities, in accordance with the RRI strategy and annual work plan, to the RRI program development team.
  • Leading the management, monitoring and optimal use of CRM for the opportunity pipeline
  • Lead submissions or coordinate and support submissions led by country teams
  • Support the development of partnerships to fund investments in rural radio, including relationship building and profiling, networking and promotion of RRI, and, for example via social media and in person.
  • Ensure the’s achievement of results in respect of’equality of genders and’inclusion
  • Promote the participation of women/girls in the activities of the proposed project, including in decision-making, throughout the project cycle
  • Develop strong partnerships and work with women’s organizations to promote the rights of women W.

2) QUALIFICATIONS

  • More than 5 years of experience in program development or business or program management in the international NGO sector and in a multi-donor context
  • University degree or certificate in project management, agriculture, communications, development or a related field; A Master’s Degree is an asset
  • Knowledge of the principles of gender equality and women’s rights and experience in integrating these principles into proposed projects
  • Exceptional skills in drafting and editing proposals, including, with the ability to effectively gather and synthesize contributions from multiple sources and colleagues – turning project ideas into effective proposals.
  • Knowledge or experience in communication for development an asset
  • Knowledge/experience with CRM, an advantage
  • Proficiency in French and/or English with a strong working capacity (written and spoken) in the other is essential; proficiency in other African languages is an important asset. Excellent working knowledge of
