Terms of Reference

1. General Background \u2002\u2002\u2002\u2002\u2002 United Nations High Commissioner for Refugees is the UN agency mandated to protect and assist millions of refugees around the world. Refugees are persons who fled their countries of origin and crossed the internationally recognized border and because of well-founded fear of persecution in their country of origin based on their racial, ethnic or religious background, or membership in political or social group. The Programme Associate will be in charge of monitoring projects funded by UNHCR in UAE and implemented by its partners. UNHCR works closely with refugee community centres, NGOs and charities to address and support protection needs of persons of concern. The Programme Associate will report to Protection Officer, to supports the Operation’s efforts to assist persons of concern to UNHCR with small livelihood projects.

2. Purpose and Scope of Assignment \u2002\u2002\u2002\u2002\u2002 Under the overall supervision of the Protection Officer, Programme Associate will be assigned the following duties: \u2022\tAssist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. \u2022\tProvide support to Protection Team with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. \u2022\tSupport the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports. \u2022\tProvide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. \u2022\tSupport the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports \u2022\tUse UNHCR’s reporting tools for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis. \u2022\tSupport UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes \u2022\tReporting and monitoring the implementation of the project in the UAE, coordinating with the protection and the UAE team for accurate implementation. \u2022\tSupport the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. \u2022\tContribute to the review and analysis of operations plans, mid-year and year-end reports of UAE office, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. \u2022\tGenerate and maintain records of implementation rate (performance progress and expenditures) on a regular basis. \u2022\tFollow up on any change regarding alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality. 4. Qualifications and Experience

a. Education \u2002\u2002\u2002\u2002\u2002 \u2022\tSecondary education with preferably a bachelor’s degree in international studies, Marketing/Business, Communications, or other related fields.

b. Work Experience

\u2022\tMinimum 3 years (2 years with a bachelor degree) of relevant work experience in humanitarian field. \u2022\tDemonstrated experience in programme management, Operation Management Cycle and related processes.

c. Key Competencies \u2002 \u2022\tStrong passion to support refugees \u2022\tAbility to work as part of a team \u2022\tGood analytical and drafting skills \u2022\tStrong verbal and written ability in English and preferably in Arabic \u2022\tGood intercultural communication skills \u2022\tComputer literacy in Microsoft Office (Word, Excel, PowerPoint) and good web skills \u2022\tDemonstrated knowledge of UNHCR protection programs and partnerships \u2022\tKnowledge of Results Based-Management. \u2022\tExcellent knowledge of Microsoft Office, particularly Word, PowerPoint, Excel, Outlook \u2022\tExcellent written and verbal communication skills \u2022\tFluency in English is required and preferably in Arabic. \u2022\tKnowledge of the UN system preferably with UNHCR or another UN Agency is a plus.
