Job Description

Background

The UNODC Country Office for Pakistan (COPAK) is supporting the Government of Pakistan through technical assistance under its Country Programme III (2022-25) framework with a focus on enhancing their capacity to effectively address the challenges of transnational organized crime and border management, counter terrorism, criminal justice and drug demand reduction and HIV/AIDS. In order to manage the volume of work and to fulfill finance, travel, administrative and logistical needs efficiently, UNODC Pakistan requires the services of a Programme Assistant with experience in finance, administrative and logistic arrangements.

The position will provide support in financial operations, office administration and property management related tasks. Programme Assistant will perform the duties under supervision of Head of Office – Karachi.

Payment Schedule and Rate

Duties and Responsibilities

The Programme Assistant will undertake the following duties and responsibilities

  •  Conduct administrative support functions in relation to staff, office premises, internet, generator, furniture equipment, vehicles, and transport in accordance with UNODC guidelines
  •  Liaise with other UN Agencies sharing office space with UNODC in Karachi to provide day-to-day assistance and processing of quarterly rental payments
  •  Maintain inventories of non-expendable items of furniture, equipment, and vehicles
  •  Ensure adequate maintenance of office premises, all equipment security appliances, and vehicles
  •  Ensure correct maintenance of vehicle logbooks and records of fuel and repair or maintenance by all drivers
  •  Provide general office support services to help ensure the smooth functioning of offices including necessary bookings and reservations as required
  •  Initiate request for payment for cash expenses of Karachi office, follow up with Country office for disbursements
  •  Manage the fleet of UNODC vehicle and agreements with car rental companies. Ensure maintenance of vehicle logbook and records for fuel and repair/maintenance by the driver. Assign vehicles for visiting international staff.
  •  Managing office operations and ensuring smooth functioning of day-to-day activities
  •  In provision of effective support to organization for the inventory management system and internal controls for UN property
  •  Assist Inventory management focal point in tracking inventory items, maintaining records and assigning product IDs
  •  Ensure seamless availability of all office services and promptly troubleshoot any issues that arise
  •  Coordinate with Country Office for timely processing of all office utility bills and payments.
  •  Perform any other duty as may be required

Planning and Implementation Arrangements

The incumbent will be based in the sub-office Karachi and report to the Head of sub-office, under the overall supervision of the Country Representative.

Required Skills and Experience

Education:

Secondary School Certificate.

Experience:

  •  Secondary School Certificate with 3 years of professional experience;
  •  Experience with an international organization is desirable.
  •  Experience to provide administrative support including property management related tasks is desirable.
  •  Experience in finance and inventory management is desirable.
  •  Excellent knowledge of spoken and written English, with good analytical and communication skills.
  •  Proficiency in the use of information technology (word processing, PowerPoint presentations, spreadsheets and data management)
  •  Familiarity with UNODC and UN Secretariat processes and documentation would be an advantage.

Location The Programme Officer will be based in UNODC’s Sub Office in Karachi, Pakistan, to complete the deliverables required under this position.
