Program Manager, Virtual Reception & Placement At International Rescue Committee


Job Overview:

From March 2022 – March 2023, the International Rescue Committee launched and implemented a first-of-its-kind service model for the resettlement of 556 Afghan Humanitarian Parolees (AHPs) who arrived through Operation Allies Welcome. Via a comprehensive and personalized virtual case management model, the Virtual Afghan Placement and Assistance (VAPA) program provided per capita direct assistance, client-led case management, and resources and referrals for the successful resettlement of these new arrivals. Building off of this award-winning program, the IRC now implements the Virtual Reception & Placement (VR&P) program for Special Immigrant Visa (SIV) holders, the Virtual Resettlement Line for humanitarian parolees, and the Welcome Corps Support Line for private sponsor groups welcoming newcomers through the Welcome Corps.

Using the model developed during VAPA and further advanced for the current iteration of the VR&P program, the International Rescue Committee (IRC) aims to meet the ambitious goal of receiving and resettling up to 10,000 individuals in FY24 from the Western Hemisphere and Operation Enduring Welcome platforms. This project will include coordinating steps overseas, partnering with a variety of stakeholders across the United States, and effectively establishing relationships in a virtual setting.

The remote and pioneering nature of this project requires a detail-oriented, organized, and responsive Program Manager.

Major Responsibilities:

  • Prepare desk monitoring reports by conducting case file review, analyzing findings, and developing recommendations.
  • Support preparations for PRM monitoring of the VR&P program.
  • Support VR&P proposal development by gathering data, drafting and editing annual proposal materials.
  • Support VR&P Resettlement Managers and Program Officer with gathering data, drafting, editing, and uploading quarterly, semi-annual, and annual reports to funders using various required systems
  • Provide support and coverage of R&P period reports and submission
  • Manage retention of documents and correspondence on network drives for record keeping and donor monitoring.
  • Lead information management projects such as updates to intranet pages (RescueNet) to ensure information is organized and up-to-date.
  • At direction of program officer, respond to inquiries from the VR&P inbox and/or refer to program officer for response.
  • Manage logistics of any in-person or remote training and gatherings including budget and expenses to prevent under/overspending.
  • Schedule and provide logistical support for meetings and trainings.
  • Perform various administration functions:
    • Support financial processes, such as reimbursement requests, new vendor forms, accounts payable, etc.
    • Serve as point-person for purchase requisition (PR) creation for procurement of services/items.
    • Manage procurement of interpretation and translation services for documents as needed.
    • Manage supply orders.
    • Support consultant and translation needs
  • Other duties, as assigned, in support of the VR&P team.

Job Requirements:

  • Bachelor’s degree required;
  • Minimum two to three years non-profit experience, preferably with experience in the U.S. refugee admissions program (USRAP).

  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Possesses strong proficiency in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Attention to detail and accuracy in work product.
  • Ability to effectively build internal and external relationships.
  • Fluent in English, both spoken and written required.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
