WHO ARE WE ?

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars :

  • Change: more than helping, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

CONTEXT

Doctors of the World intervenes in Morocco since 2013 to ensure’ access to inclusive and quality care and protection services to all people in vulnerable situations.
MdM-Belgium works in Morocco in close collaboration with the Moroccan civil society organizations.
The themes of’intervention in the country are: the Health and Rights in Migration (SDM), the Sexual and Reproductive Health and Rights (SDSR) with Violence Based on Gender (GVB) and MHPSSin transversal and the main axes are: technical and programmatic support to local partners, consortium coordination, advocacy and mobilization of networks around the themes of interest.

In response to the’ emergency situation following the earthquake occurred in september 2023, in, Medecin du Monde and its partners have launched an emergency’ response in the most affected areas in order to provide appropriate assistance to the most vulnerable people affected by the earthquake.

Our interventions focus on 3 areas mainly: Oriental Region, Rabat-Sale Region and Marrakech-Taroudant Region.

L’ESSENTIAL

The Program Manager will be responsible for :

  • d’ensure an implementation of the country strategy.
  • direct supervision of the project coordinators and those responsible for the support functions (Fin, log, HR).

The Program Manager will be responsible for designing, piloting, adapting and evaluating the MdM Belgium programme in Morocco.
You propose and implement, according to internal or external evolutions and constraints, the definition of strategies,’objectives and action plans for the program.
You also ensure the’animation and management of’a team

Hierarchical link : under the direct responsibility of the Directorate of International Operations initially, then the Regional Directorate.

TASKS & RESPONSIBILITIES

As a Program Manager

Program and Team Management

  • Participate in the definition of strategy and logical framework of program.
  • Ensure the follow-up planning, coordination of the implementation of activities and implementation of tools adequate follow-up.
  • Supervise the collection of data and to guarantee its quality, to ensure the monitoring of activities and the monitoring of indicators.
  • Develop and maintain the network of partners and represent the’association with the interlocutors and partners of the programs underway in the country on the political, strategic and advocacy components.
  • Draft internal project documents and donors.
  • Pilot the project evaluations.
  • Follow-up on the recommendations drawn from the budgetary follow-up of the projects, and issued during the project reviews.
  • Guarantee the quality, reliability and regularity of the exchange of’information between the mission and the headquarters.
  • Ensure the monitoring context health, political and humanitarian.
  • Supervise and lead the’ programme team (project coordinators and project managers).
  • Advise, arbitrate and make the necessary arrangements in case of difficulty or malfunction.

Searching for funding

  • Update the mapping of the different health actors (funders, institutions and civil society) and their strategic priorities in the short, medium or long term.
  • Develop and monitor the local fundraising strategy.
  • Identify opportunities for consortium.
  • Ensure an watchful on possible calls for proposals on the priority themes.

As a member of the coordination team

Represent the organization with external organizations, analyze communicate and make the necessary improvements to allow optimal program development.

  • Contact point with ( s ) reference ( s ) technical ( s ) from headquarters.
  • Participate in the reflection on the evolution of the mission, and the programming of new projects and / or reorientation.
  • Participate in the drafting of technical parts by profession of funding requests and donor reports.
  • Participate in inter-NGO meetings on health themes.

YOUR PROFILE

ESSENTIAL

Studies / training and Experience

  • University Diploma in Economic Sciences, Management, Law, HRM, Public Health / Political Science / or equivalent experience in NGOs.
  • Min. 5 years of experience in project management, in humanitarian and / or development.
  • Experience in consortium management
  • Management experience team, coaching and capacity building.
  • Experience in projects related to migration and the health.
  • Experience in community mobilization and in advocacy.

Skills and qualities required

  • Knowledge of the main institutional donors.
  • Knowledge of Moroccan health system.
  • Rights-based approach and advanced equitable partnership.
  • Perfect mastery of French and good knowledge of English.
  • Perfect mastery of the MS Office pack.
  • Skills d’analysis and of synthesis.

WE OFFER

  • Fixed-term contract (CDD) 12 months in single posting ;
  • Salary Conditions :
    • Expatriate status: gross salary of 3,413.47 € for 5 years of experience; a gross salary of 3,587.59 € for 10 years of experience; Perdiem 587 Euro. Housing premium: 654.00 Euro
      Depending on your tax residence, a withholding tax may be deducted.
    • National status: fixed-term contract under Moroccan law, salary conditions according to the salary scale and conditions offered locally.
  • Place of mission: Rabat.
  • Takeover: ASAP.
