CONTEXT :

The DRC has suffered chronic instability since the end of the 1990s, linked to internal governance problems and its proximity to countries that have experienced major crises. The east of the DRC has been the scene of a chronic crisis for more than 20 years. Instability is permanent there and armed groups are numerous. Humanitarian actors have been intervening in the area for many years, mixing emergency, transition/resilience approaches and trying to ensure a certain development/stabilization. Since October 2022, the security situation has seriously deteriorated with the resumption of fighting between elements of the M23 and those of the Armed Forces of the Democratic Republic of Congo (FARDC).

In response to needs and as part of its technical expertise, HI has been operating in the DRC since 1995 in numerous sectors and is a recognized player in humanitarian assistance and logistics.

In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance.

In Kasai and Kasai Centrale, initially engaged in development activities, HI has intervened since the 2016 crisis on Food Security projects and is currently involved in an inclusive education project.

Au Nord-Kivu, à ce jour, la base de Goma met en œuvre 6 projets :

  • Deux projets de clinique mobile en santé mentale et Soutien Psychosocial avec un volet READ, -Un projet de réhabilitation routières à Mweso ;
  • Un projet dans le domaine de la protection communautaire, de la réponse d’urgence en santé mental et distribution de kit à Mweso ;
  • Un projet Plateforme Logistique et Stockage en offrant un service aux acteurs humanitaires ; è Un projet de réadaptation intégrée avec la thérapie de stimulation dans la zone de santé de Mweso, zone de santé de Goma, et zone de santé de Rutshuru

L’année 2023 et 2024 seront consacrée au déploiement de la stratégie pluriannuelle du Programme RDC, avec des réflexions axées notamment sur les capacités de réponse d’urgence et les opérations logistique en RDC.

VOTRE MISSION :

Sous la responsabilité du Technical Head of Program, et en collaboration avec le Directeur Programme, les Areas Manager et les spécialistes techniques, le spécialiste du développement du programme sur le terrain contribue activement au renforcement du programme en concevant, mettant en œuvre et en contrôlant la stratégie de collecte de fonds pour le programme auquel il/elle est rattaché(e). Il/elle identifie les opportunités de financements et dirige le processus d’élaboration des notes conceptuelles et des propositions de projet jusqu’à leur soumission aux donateurs (institutions publiques, fondations et secteur privé).

Mission 1: Positionnement stratégique & planification

  • Assurer une veille sur les stratégies et les priorités des bailleurs au niveau national/régional et identifier les opportunités afin d’anticiper les appels à propositions et les possibilités d’appels d’offres.
  • Participer à l’élaboration et au suivi de la stratégie opérationnelle, en mettant l’accent sur le plan d’action de la collecte de fonds et les documents de projet internes.
  • Assurer le suivi, la mise en œuvre et le contrôle de la stratégie de collecte de fonds.
  • Interagir avec les bailleurs identifiés et analyser leur perception de la programmation actuelle de HI afin d’identifier leurs secteurs prioritaires et cibler les efforts de collecte de fonds
  • Mettre à jour la cartographie des acteurs humanitaire et du développement dans le pays/la région (ONGI, agences de l’ONU, représentations gouvernementales) pour suivre les tendances et rester compétitif.
  • Analyser les tendances de la collecte de fonds et informer le programme sur le taux de transformation, la couverture des projets, la durée et les montants obtenus.
  • Coordonner les efforts de collecte de fonds, en particulier le réseautage et le suivi des opportunités de bailleurs.
  • Assurer la liaison et mobiliser les membres de l’équipe pour soutenir les efforts de collecte de fonds (experts techniques, directeur de programme, etc.) et organiser des réunions régulières avec les directeurs de programme/pays
  • Coordinate with other programs/countries to gather and promote best practices and facilitate dialogue with donors (for prospecting/replication of activities).

Mission 2: Relationship management

  • Work with the Program Director and Technical Unit to strengthen the attractiveness and influence of HI, developing key relationships with relevant decision-makers in national and local organizations, donors and major international organizations;
  • Develop active and quality working relationships with donors and strategic partners in the country to identify potential consortiums.
  • Participate in platforms and meetings to increase HI’s visibility and enable the collection of information on funding opportunities.
  • Promote the technical positioning, approaches, know-how and skills of HI within relevant networks with a view to developing consortia with the support of the technical unit.
  • Develop communication documents linked to the Grant Officer such as “project sheets” and/or “donor sheets”; and develop new tools.
  • Establish a CRM policy and ensure it is updated as necessary.

Mission 3: Development of project proposals

  • Coordinate the development of the proposal, distributing tasks between key people involved in drafting the project to be submitted to the donor, in accordance with the HI proposal writing process and tools (PD-tool, project development monitoring tool , etc.), including the development of: logical frameworks, MEAL plan, narrative description of the technical approach, planning, staffing and budgeting.
  • Ensure the coordination and framing of the proposal together with the O², the IPO/SIPO, the shared services of the headquarters, and the technical staff of the headquarters and the HI mission.
  • Proactively coordinate the participation and input of all relevant technical advisors (headquarters and mission staff) in the development of all proposals.
  • Identify, where applicable, relevant/competitive arrangements (consortia, multi-country projects, etc.) and facilitate negotiations.
  • For consortia: ensure coordination and communication, and manage stakeholder input during project development.
  • Review the final project proposal/concept note prior to submission to verify compliance with donor guidelines and expectations, consistency between budget and technical description, and overall quality.
  • Proceed (if necessary) with the final submission of concept notes and project proposals to donors.
  • Coordinate and collaborate with national HI associations (IPO/SIPO)
  • Support the Grant Officer in drafting institutional activity reports.

Mission 4: Capacity building

  • Develop training modules on proposal writing and project cycle management for all program staff and local partners.
  • Provide training on donor rules, procedures and strategies to all program staff involved in proposal writing.

YOUR PROFILE :

  • You hold a Master’s degree in the field of development, humanitarian work, and/or similar;
  • You have 5 years of experience in the development of humanitarian projects, donor prospecting and financial management;
  • You are able to negotiate and represent the organization internally and externally, and master mobilization techniques and partnership management;
  • You are competent in facilitating and/or designing training and skills development schemes;
  • You have excellent interpersonal, writing and coordination skills;
  • You demonstrate pragmatism and adaptation skills as well as resistance to stress;
  • You are fluent in French and English, both spoken and written;

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

Living conditions in Kinshasa are good and the security context is currently calm. Although travel restrictions are in place, the city offers many opportunities for extra-professional activities and cultural outings, and has a strong presence of international staff.

The position could also be based in Goma, where the security context, although less calm, remains good.
Handicap International will determine during recruitment whether the position is based in Kinshasa or Goma.

  • International contract of 24 months starting ideally from 01/06/2024

  • Salary : from €2,757 gross/month depending on professional experience
  • Per diem : €921.32 net/month in Kinshasa or €552.54 in Goma – paid in local currency on the ground
  • Hardship: €250 net/month if in Goma
  • Paid leave : 25 days per year;
  • R&R : 5 days every 3 months
  • Post: unaccompanied
