Program Development Specialist At International Relief Teams


International Relief Teams is a nonprofit humanitarian organization dedicated to alleviating human suffering caused by poverty, disaster, and neglect by sending relief supplies, financial support, volunteer teams, and other assistance to where it is needed most. In the last year alone, IRT provided support in Asia, Africa, Eastern Europe, Latin America, the Middle East, Mexico, and the U.S. Since its founding 35 years ago, IRT deployed more than 7,500 volunteers and delivered more than $674 million in aid to 76 countries worldwide.

IRT’s number one priority is to identify the most efficient way to deliver aid where it is needed most. IRT’s programs fall into two general impact areas:

  • Disaster Relief – IRT provides relief supplies (food, water, hygiene kits, medicine, medical supplies, construction materials, etc.) and/or construction volunteers as needed in response to natural and man-made disasters, internationally and here in the U.S.
  • International Development – IRT’s Building Healthy Communities programs focus on providing long-term, sustainable solutions that empower communities and promote self-sufficiency. This includes providing sustainable food, water, and shelter that align with community needs; medicine and medical supplies to hospitals and clinics around the world.

POSITION SUMMARY

Reporting to the Chief Programs Officer, the Program Development Specialist provides support in the overall development of IRT’s programmatic policy and strategy. The Program Development Specialist will play a leading role in the conceptualization and operationalization of programmatic approaches around food security, WASH, shelter, and medicines. This includes the development of tools and approaches for the implementation of activities – both direct and through partners – based on best practices, as well as supporting the setup of the necessary infrastructure for their monitoring and management. This is a highly collaborative role working hand in hand with IRT’s leadership team, program staff, and its partners.

DUTIES & RESPONSIBILITIES

In collaboration with the Chief Programs Officer:

  • Develop IRT’s program policies and manuals including, but not limited to, defining IRT’s approach to (1) delivering aid in emergencies, (3) building household and community resilience, (3) partnerships, and (4) NEXUS programming to transition communities from emergency to early recovery and development.
  • Support in the development of TOCs, indicators, programmatic frameworks, and tools for the implementation of activities for IRT’s four strategic pillars.
  • Streamline gender, economic inclusion, protection and other key thematic areas into IRT’s program policies and approaches.
  • Develop research approaches to evaluate the effectiveness of IRT’s programs and incorporate best practices.
  • Support in the development of IRT’s approach to partnerships including the revision of its partnership toolkit to integrate partner mapping tools, proposal templates, MOUs and Partnership Implementation Agreements, monitoring and compliance tools, budgets, and procurement procedures to streamline IRT’s programming implemented through partners.
  • Support in the mapping of partners and provide recommendations for the scale up of emergency response operations through partners.
  • Support in the development of financial and procurement procedures for field staff to ensure that these are responsive to the needs of field operations including program implementation.
  • Support in the development of proposals together with the Director of Development.
  • Support in the development of data management and analysis tools to inform programmatic design and evaluation.
  • Develop IRT’s approach to capacity building of internal staff and partners.

BACKGROUND PROFILE

  • Passion and appreciation for global humanitarian work.
  • Bachelor’s degree in political science, international relations or similar field.
  • Strategic and hands-on approach program development in humanitarian and development settings.
  • Successful leadership and management experience in setting humanitarian responses for the delivery of emergency assistance both directly and through partners.
  • A self-starter with strong leadership skills, a collaborative spirit, strong project management skills, and the ability to work independently while managing multiple projects and deadlines.
  • Effective communication skills, written and oral; comfortable communicating key data points and presenting to a variety of stakeholders.

COMPENSATION, BENEFITS & DURATION

  • Full-Time.
  • 6-months contract.
  • Salary & Benefits: Commensurate with Experience.
  • Every other Friday off.

LOCATION

This is an onsite position based in our corporate office in San Diego, CA, with up to 30% travel.
