Presentation of the Red Cross

As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

Just as in the professions that’elle develops and implements in France, the French Red Cross at’international inscribes all its missions in a sustainable humanitarian action plan. This is reflected in an articulation of the activities of’urgency, post-emergency, crisis exit and reconstruction aimed at the best efficiency. The’objective is to carry out actions with lasting effects and to allow the populations to regain their full autonomy.

Position context

The French Red Cross was present in Burundi from 2007 to 2012, mainly in the field of health. One of the projects implemented from 2008 to 2012, funded by’AFD and EuropeAid, concerned the development of health human resources in Burundi through a pilot nutrition training project. From 2007 to 2012, the French Red Cross also supported health centres in Kinindo and Mwaro through input allocations and training of medical staff.

Following the obtaining of’a grant from the’French Development Agency, France, the CRF reopens its delegation in August 2022 to set up the project « Amagara Yacu – Our Health » which aims at an improvement of the quality of the’primary health care offer and epidemiological surveillance in Burundi, taking into account gender inequalities hindering the right to health and’ access to care.

This project, led by the CRF, is being carried out in a consortium with the Merieux Foundation and Amref Health Africa and in partnership with the host National Society, burundi Red Cross (CRB), from’April 2023 to March 2026.

The delegation of the French Red Cross in Burundi is planning, in partnership with the Burundi Red Cross, to develop programmes on health topics (maternal and child health, nutrition, etc, sexual and reproductive health), disaster risk management (prevention, preparedness and response to epidemics and natural disasters) and support for the organizational development of the National Society.

Under the responsibility of the Head of delegation, he/she contributes to strategic thinking and the’ development of projects on the themes health and GRC. Il/it actively participates in the search for funding in accordance with the strategic guidelines. He/she supervises the project managers and collaborates closely with the/the delegate⋅e health, technical assistants administration finance HR, logistics, regional technical referents and headquarters. He/she ensures the monitoring and quality of health and RCMP programs and contributes significantly to meeting the needs of targeted populations. The/the coordinator⋅rice programs ensures the coordination of the consortium of the Amagara Yacu project and is responsible for its proper functioning.He/She also ensures coordination with other actors in the’intervention area (synergy and complementarity of actions). He/she and is in charge of the planning, monitoring related to the implementation of projects. He/she ensures the link with the members of the consortium, through reporting and maintaining an effective and transparent communication.

Works closely with the project leaders of the consortium partners (Amref Health Africa, Fondation Merieux), as well as’s with the implementation partners, the teams of the’Institut National de Sante Publique, the Laboratoire National de Sante Publique, and the Centre National de Transfusion Sanguine ;

Collaborates with : The/the national coordinator.the Consortium, the/the national project manager, the/the delegate⋅e health, the’Admin/end and logistics technical assistant as well as the/the Great Lakes Programme Officer and the/the Desk Manager based⋅es at the headquarters, the project and support teams of the Burundi Red Cross.

Collaborates externally with: the Burundi Red Cross, other Movement actors, local authorities, humanitarian actors in the region and other partners.

Responsibilities :

  • Coordinate the development and the’writing of new quality project proposals, in coordination with the CRB and in coherence with the annual operational programming of the delegation validated by the Burundi Red Cross
  • Support the programme teams in the planning, implementation and monitoring of projects in accordance with the CRF strategy at the international level and with the strategic planning in Burundi
  • Provide technical expertise to the FIU projects in Burundi, thus guaranteeing the quality of the programmes
  • Supervise project teams in the reporting (internal and external), capitalisation and learning of projects

Profile of the candidate :

Diploma /’study level

  • Master in Humanitarian program management and/or Master in public health ;
  • Training in project management Health /CRM-epidemics is an asset

Professional experience

  • Minimum 3 years of experience in a similar position (related to proposal writing and programme coordination) in a humanitarian context.

Computer knowledge

  • Master the’computer tool (Word, Excel, PowerPoint, etc.) ;
  • Mastery of data processing software and’ survey…

Personal quality expected and/or desired

  • Capacity of pedagogy,’ autonomy, representation, human relations, delegation
  • Ability to manage a team in direct management and functional management
  • Ability to take a step back and project yourself into a global strategy

Prerequisites

  • ’ passportvalidity greater than 6 months at the time of scheduled departure
  • Up-to-date vaccination record /ability to travel
  • Comprehensive vaccination schedule required

Practical information related to the position

’emploi conditions

  • Status type : expatriate
  • Contract type : CDD of French law/precarity premium paid at the end of the contract
  • Salary : salary range, according to the classification of the position on the CRf grid and according to the’experience of the/of the candidate
  • End of year premium : equivalent to a 13th month in the pro-rata at the time of presence
  • Perdiem : daily perdiem which varies according to the country
  • Leaveovers : 5 weeks of paid leave/year and 21 days of recovery – Ticket of’avion 100% supported by the CRf for home/mission journey for leave at 6 months
  • Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
  • MedEvac insurance/repatriation : YES
  • Other insurances : pension (death-disability)
