In situations of armed conflict and violence, Geneva Call, as a neutral international humanitarian organization,’, impartial and independent’ is committed to strengthening the respect of humanitarian norms and principles by armed groups and de facto authorities, with the aim of improving the protection of civilians.

Geneva Appeal is currently focusing its efforts on the following thematic areas, within the framework of international humanitarian standards – banning the use of anti-personnel mines, child protection and education, and, the prohibition of sexual violence and gender discrimination, the prohibition of forced displacement, the protection of cultural heritage, food security, humanitarian access and protection of health care – all in the context of armed conflict and violence.

Geneva’Appel operations in the DRC focus on improving the protection of civilians in North Kivu since 2014 and in Ituri since August 2023.

Role :

The’assistant to the program will be responsible for supporting the implementation of the activities of the various within the framework of the program of the Geneva Appeal DRC, in, to strengthen the protection of the civilian population affected by armed conflict in the EAST of the Democratic Republic of Congo. It will work for the’quality assurance of deliverables, while ensuring quality, efficiency and effectiveness in implementation.

General description of the position and main activities

Success measures

Planning, implementation, coordination and reporting

  • Support the implementation of the activities of the’Appel of Geneva in the DRC, in collaboration with the program officers, in particular in the conduct of training and awareness-raising sessions for Armed Groups and De facto Authorities (GAAD) and communities in the’ area
  • Participate in the preparation of field missions, monitoring, monitoring and evaluation of projects, in collaboration with program officers ;
  • Support the monitoring of the implementation of the commitments made by the GAAD and communities ;
  • Develop and update the database of activities carried out and figures, including participants in sessions with the communities and GAAD ;
  • Ensure the classification of different program documents (reports, DoC, D.U, etc.) ;
  • S’ ensure that the profiles (structure, internal dynamics, practices, control territory, operating mode, …) of the GAAD are up to date ;
  • In collaboration with program officers, ensure the quality of the program, in accordance with the work plans, budget and procedures of the Geneva Appeal as well as those donors ; Support substantial participation and provide expertise on International Humanitarian Law ( IH ) and on International Human Rights ( DIDH ), in the Congolese context to support the activities of the Geneva Appeal in the country ;Success measures

Partnerships

  • Support to program officers during capacity building sessions, in particular for the administration and archiving of attendance sheets, in accordance with the procedures and requirements of the donors of the Geneva Appeal ;
  • Contribute to the development and maintenance of’a network of relationships, including within the local community, humanitarian agencies, civil society, GAAD, as well as other’ stakeholders ;
  • In relation to target communities, support the identification of new groups in areas affected by armed conflict ;Success measures

Communication/Media

  • Provide material (photos, videos, field stories) on the project and timely reports to present the project results and achievements ;
  • Support the implementation of the communication strategy, including activities, campaigns, events and other initiatives
  • Support the’ identification of needs for programmatic communication tools, and contribute to the development of communication supports (updating and new tools) ;Success measures

Security

  • Support the monitoring of the security situation with respect to the project, the project partners and the Geneva Appeal, prepare risk assessments and suggest mitigation measures to the management of the Geneva Appeal in the DRC and follow up on incidents if necessarySuccess measures

Conformity

  • Remains at all times involved in verification procedures and concerns while working with partners, suppliers, interlocutors in close coordination with the support coordinator.
  • Attend and represent Geneva Call at conferences, seminars and other forums of interest to the organization.
  • Under the supervision of the Programme Coordinator, the programme assistant(e) contributes to the’Appel operations of Geneva in the DRC by assisting the programme coordinator to implement the projects in accordance with the plans, internal procedures and guidelines of the programme, as well as donor requirements and security constraints.

  • A diploma of’higher study in a relevant field, preferably in law, other social scienceProfessional Experience
  • At least 3 years of relevant experience in a humanitarian organisation working in conflict areas in the field of protection and engagement with armed actors (AGDA, other armed actors) ;
  • Proven experience working in the field with IGOs in countries affected by conflict and crisis and in emergency contexts ;
  • Proven experience and good mastery of the context of the’assignment area (Ituri) ;
  • Working in areas of high security turbulence, preferably with the presence of armed groups and de facto authorities, would be an asset ;Technical skills
  • Mastery of computer science with significant experience of MS. Office, mainly MS. Excel, knowledge of data collection software, is an added benefit.
  • Ability to communicate effectively, both written and oral.

  • Project management knowledge related to organizational development projects and cross-functional international teams with a proven track record of delivering results
