Organizational framework

FAO provides support in specialized technical cooperation processes to entities of the National and territorial Government in the field of human right to food, sustainable rural development, rural poverty and sustainable management of natural resources, generating capacities at the community, organizational and institutional levels through the formulation and application of policies; generation, administration, access, and exchange of information and knowledge; as well as with the promotion and participation in networks, alliances and associations; that promote the management of programs and projects, all aimed at the eradication of hunger, the end of poverty and the reduction of inequalities.

The purpose of this call is to respond to the demands of personnel, for the execution of the different programs and projects, and to provide the FAO Colombia office with a list of candidates/as with qualified profiles in the area of monitoring and evaluation.

Hierarchical dependency

The incumbent will be under the general supervision of the FAO representative in Colombia, the program officer and will work closely with the coordinator/a and the technical team of the project.

Field of specialization

The specialized project monitoring and evaluation professional is responsible for leading the monitoring and evaluation of the project, ensuring compliance with the different goals, generating the early alerts that are required for the punctual fulfillment of the goals.

Tasks and responsibilities

  •  Coordinate and monitor the execution of daily project activities in accordance with the logical framework and the work plan, and ensure the timely delivery of inputs.
  •  Support the application of the tools and instruments necessary for the implementation of the monitoring and evaluation plan for the projects assigned to it.
  •  Support the monitoring and monitoring of project actions that are carried out by entities other than FAO.
  •  Assist in the organization of the mid-term review and final evaluation of the project.
  •  Organize workshops and / or meetings to monitor the progress of the project; prepare proposals for annual work plans and budgets during the project cycle.
  •  Identify the operational obstacles that the project may face and propose timely mitigation measures.
  •  Participate in field missions as part of the overall supervision of project implementation, and prepare reports of field missions.
  •  Lead the preparation of the procurement plan and hiring plan for project staff, manage and coordinate the corresponding processes.
  •  Monthly feed the FPMIS and the business intelligence system of the representation ( databases, alignment matrix, POA advance, report matrix, Gannt, verification means, etc ), in order to systematically and continuously monitor the activities carried out, as well as the products and results of the different results of the project. Including the activities of the project partners.
  •  Prepare and socialize the project monitoring and evaluation plan.
  •  Support the linking of the project work plan with the communications and visibility plan to ensure adequate dissemination.
  •  Keep the digital archive of the pro organized and up to date
  •  Coordinate actions related to the completion and closure of the project, including the timely closing of all pending commitments, the final destination for the presentation of the final report.
  •  Present your work plan in FAO format, according to the expected products of these terms of reference.
  •  Maintain a close relationship with the administrative area of the FAO Colombia Representation in order to guarantee the development of activities during the implementation and effective closure of the operational and administrative activities of the draft.
  •  Review and verify the reports of legal contracts are in accordance with the commitments and products, respond to the activities defined and are consistent with the POA.
  •  Support the development of FAO internal technical reports ( Startup report, Semiannual, annual and project dashboard reports ) and for the counterparty.
  •  Carry out the virtual exchange, according to the context conditions in the territory.
  •  Carry out the follow-up visits to the terrain that are required following all biosecurity measures.
  •  Digitally archive and according to the instructions in the program area, the means of verification produced by the project.
  •  Support the documentation of lessons learned and good practices of the projects assigned to it. Including the activities of the project partners.
  •  Carry out its activities, in accordance with the parameters and guidelines established by FAO.
  •  Support other tasks of the position.
  •  The others that are requested by the supervisor, inherent to the position.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with training in areas of knowledge of: systems engineering; environmental engineering, industrial engineering; agro-industrial engineering; agricultural sciences; economics, administration or related and postgraduate careers.
  •  With more than 5 years of experience in the design and administration of project monitoring systems.
  •  Spanish domain ( C level ) spoken and written. Preferably intermediate knowledge of English.
  •  Colombian nationality.

Selection criteria

  •  Experience of at least 5 years in writing reports, texts and written documents.
  •  Experience of at least 5 years in database management.
  •  Experience of at least 5 years in the preparation, monitoring and development of work plans.
  •  Advanced – intermediate Excel handling.
