Profession & Flying Purchasing Referent M/F At Doctors Without Borders


Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of the reorganization of the Purchasing and Procurement department and in particular the reorganization of support for Supply Chain operations, we are looking for a: Business & Flying Purchasing Referent M/F.

This position will be complementary with the gradual introduction of Supply Chain Managers into the cells from 2024.

Mission :

The Business & Flying Purchasing referent is under the hierarchical responsibility of the Business and Tools Supply Chain Manager of the Purchasing & Procurement department and reports functionally to the Purchasing Manager.

This is both a “back-office” business support position and Flying Purchasing.

He/she will be required to travel to the field at the request of the missions and/or the unit to provide support to the field teams on various purchasing issues. Each visit is defined by terms of reference which indicate the duration and specific objectives of its presence in the field.

Main activities

As a professional representative:

  • Contributes, through its expertise, to the definition of the Local Purchasing strategy, is responsible for the necessary resources in terms of tools and training and participates, in collaboration with the Cell Supply Chain Managers, in their implementation in the missions.
  • Advises and supports cell Supply Chain Managers in their strategic decision-making relating to the area of ​​Purchasing, provides support for Purchasing processes, procedures and tools.
  • Support Cell Supply Chain Managers in the application of good purchasing practices and compliance with the Local Purchasing Procedure in the field.
  • Develops, writes and updates reference documents (procedures, etc.) in collaboration with the Purchasing Manager.
  • Is responsible for ensuring that purchasing tools match the mission needs reported by the Supply Chain team. Defines necessary improvements.
  • Defines and adapts the educational training tools and the content of the modules in his area of ​​expertise, and participates in the delivery of training.
  • Ensures the capitalization of knowledge and practices and their transmission to teams.
  • As needed, can participate in cross-functional projects with other services, OC or GPU (Global Procurement Unit) and contributes to sharing good practices within the MSF movement.

As Flying purchases:

  • Supports teams in the field in the implementation of their purchasing activities according to specific needs Purchases reported by the missions and/or cells:

Non-exhaustive examples of visit objectives:

  • Diagnosis / audit of purchasing practices;
  • (Re)implementation of the basics/best practices Purchasing and compliance with the Local Purchasing Procedure;
  • Training of teams in the field (SUFITRA, SUTETRA), running workshops, coaching;
  • Support vs local purchasing strategy, market studies, calls for tenders, contracts, supplier management, etc.
  • At the end of a visit, co-writes an action plan with the teams, debriefs with the mission, the cell and the Procurement & Purchasing department and ensures follow-up for several weeks if necessary before transmission to the Cell Supply Chain Managers .

The duration of visits varies depending on the objectives, but should not exceed 8 weeks.

Management of a Flying Purchasing :

  • Organizes the planning of visits with the Cell Supply Chain Managers, the Operations Supply Manager and his/her line manager.
  • Manages a Flying Purchasing in terms of recruitment, evaluation, training, personal development and provides it with the necessary support.

Support the Purchasing & Supply department and the Supply Chain Cell Managers on their respective missions:

  • Contributes continuously to the improvement of the business framework by reporting and compiling its observations from the field and those of all the actors of the OCP Supply Chain and by actively participating in the definition of the necessary developments.
  • Participates in the life of the Purchasing & Supply department: team and department meetings, contribution to cross-functional projects, etc.
  • Occasionally support Cell Supply Chain Managers with context or data analysis or any other need for support, particularly for the preparation of operational and budgetary deadlines.

Required profile

Experiences:

  • Minimum 2 years of cumulative experience in the field with MSF in Supply Chain and/or Purchasing, of which experience in coordination is essential. Field experience with MSF-OCP is desired.
  • Experience in training and/or coaching is an asset.

SKILLS :

  • Good understanding of purchasing issues in our contexts of intervention.
  • Mastery of purchasing processes and technical skills.
  • Master project management.
  • Very good command of Excel.
  • Good command of Unifield field ERP.

Aptitudes :

  • Teamwork, very good interpersonal skills, teaching skills.
  • Ability to organize and provide remote support.
  • Good capacity for analysis and synthesis, rigor.
  • Customer and results orientation.
  • Appetite for operational issues.

Languages: French B2 – English B2

Status: 60% of the time in Médecins Sans Frontières intervention areas and 40% at headquarters (Paris – possibility of being based in another MSF-OCP office for this 40% “headquarters”)

Salary conditions: 1 year full-time fixed-term contract.

Field contract, level 13 remuneration according to the MSF field salary scale, based on seniority and experience.
