Procurement Officer At Global Rights Compliance


GRC is an international human rights law and development firm based in the Hague, committed to promoting international law, particularly international humanitarian law (IHL) and human rights.

We are looking for a candidate to join our team as Procurement Officer.

DUTY STATION: The full-time job will be remote (preference is given to Kyiv-based candidates).
CONTRACT DURATION: 6-month contract with a possible extension.

Purpose & Objective

The Procurement Officer provides procurement expertise and assists the organisation to plan, develop, source and manage procurement arrangements to effectively meet organisational objectives as per donor requirements.

Responsibilities

  • Act as the focal point for GRC-wide procurement processes.
  • Prepare and/or review tender, contractual, procurement strategy and purchasing documents relating to any procurement activities.
  • Conduct sourcing activities in accordance with established policies and procedures to meet GRC needs and participate in negotiations to establish and review supplier arrangements that will deliver value for money procurement outcomes.
  • Ensure that procurements are completed as per purchase order specifications.
  • Provide advice, information and guidance on procurement-related matters to provide governance and support good procurement practices in procurement.
  • Identify, mitigate and escalate procurement risks and issues to enable GRC to meet its obligations and maximise opportunities.
  • Maintain and update procurement records and generate reports on procurement and contract activity to meet GRC compliance requirements and provide access to procurement information. This includes purchase & pricing records, supplier information and contractual terms.
  • Research and evaluate prospective new suppliers.
  • Maintain good supplier relationships.
  • Identify opportunities for continual improvement in services improving value for money and service standards.
  • Update and implement GRC’s Procurement Policy in line with donor rules.
  • Any other tasks as defined by the reporting manager.

Experience, Knowledge & Skills

  • Demonstratable experience in non-profit accounting and challenges faced by grant-funded organisations.
  • Experience in grant accounting and donor reporting; experience in grant audit is a bonus.
  • Experience in financial and operational policy development and implementation.
  • Ability to work independently/remotely, solve problems and take ownership.
  • Understanding of operational and financial challenges/risks of working in conflict zones.
  • Experience with issuing contracts/highly organized.
  • Some management experience of more junior staff and the ability to work cross-culturally and as part of a team.
