PBI Colombia (COP) opens the call for a temporary replacement (7 months) of the POLITICAL INCIDENCE IN CHARGE FOR EUROPE. This person will be in charge of implementing a strategy for influencing and making visible the situation of people and organizations accompanied by PBI Colombia. The position is based in Europe, preferably in the Spanish State, with 2-3 trips planned to the city of Brussels in the period to be covered.

TASK DESCRIPTION: POLITICAL INCIDENCE IN CHARGE FOR EUROPE
The Political Advocacy Officer for Europe will carry out advocacy work, communications and conjuncture analysis in order to increase the prevention and protection of human rights defenders accompanied by PBI Colombia (hereinafter, COP), and promote a policy of greater respect and oversight of human rights in Colombia. This position is full time and in the course of the replacement period requires availability to travel 2-3 times to Brussels (Belgium).

Political Incidence

  • Contribute to the design of the POP incidence strategy, as well as its implementation in both Europe and Colombia.
  • Maintain and strengthen the POP support network in Europe. The objectives of political advocacy include dialogue with the different institutions of the European Union (EU), Representations
    Permanent vis-à-vis the EU, the UN Special Rapporteurships and participation in the preparation of the UN Human Rights Council, among others.
  • Collaborate with the National GDP Groups in Europe in advocacy work towards the support network in their countries, through the preparation of advocacy and analysis documents, meeting preparation, priority identification etc.
  • Activate the PBI Colombia support network in Europe with timely requests during emergency situations (threats, attacks and murders of human rights defenders) and follow up.
  • Update relevant entities in Europe on the processes accompanied by GDP and the human rights situation in Colombia.
  • Represent the COP before coalitions, networks, organizations and international spaces in Europe and follow up on platforms where the COP participates.
  • Organize and accompany tours in Europe of Colombian organizations and communities accompanied by the COP. This implies coordination with the National GDP Groups in Europe, the networks of which the COP is a part, allied organizations, etc.

Communications

  • Draft incident documents (Acting Alerts, Briefing etc.) and communications typical of the work of the COP in Europe , and respond to requests and communications that come from there (be they from National Groups, institutions, networks)
  • Provide context, security and logistics information to journalists who request it for their field visits, and facilitate contact with accompanied people.
  • Write Monthly Information Bulletin for National GDP Groups.

Analysis and Training

  • Contribute to the analysis and writing of speeches for the political work of the COP, especially with a focus on Europe.
  • Promote and lead internal reflections on issues of the Colombian situation that contribute to defining the lines of action of the COP according to the country’s context.

Internal Operation

  • Contribute to the formation of the COP teams in relation to Situation Analysis and Incidence.
  • Participate in the different Committees and Working Groups of the COP and PBi International (Advocacy Working Group)
  • Support the identification of possible funders of POP activity in Europe.
  • Compliance and management of POPs internal communication tools (consensus), and monitoring and evaluation mechanisms and support in processes of gender mainstreaming and
    decolonialization. Participation in discussions and meetings of the project cycle.

DESCRIPTION OF THE PROFILE OF / OF THE INCARGED IN EUROPE

Minimum requirements:

  • At least three years of experience of advocacy work in the field of human rights, development cooperation, humanitarian action or other related areas, preferably in Europe
  • Excellent command of English and Spanish.
  • Knowledge of institutional bodies and civil society working in the field of human rights in Europe.
  • Extensive knowledge of the situation of human rights and international humanitarian law in Colombia.
  • Adherence to the GDP principles of non-violence, non-partisanship, horizontality and non-interference.
  • Have a work and residence permit in the European Union.
  • Not having Colombian nationality.

Recommended experience:

  • At least two years in the field of human rights in Latin America, preferably in Colombia, with non-governmental or grassroots organizations.
  • Highly valued previous experience in PBI Colombia, in other GDP entities, or in other international support organizations.
  • Knowledge of security and protection tools in the field of international accompaniment.
  • I work in NGO networks and coalitions.

Skills and Aptitudes:

  • Conjuncture analysis capacity in Europe and Colombia.
  • Ability to formulate and implement advocacy strategies.
  • Ability to prioritize, manage multiple responsibilities, and meet deadlines autonomously and in coordination with a work team.
  • High capacity for written and verbal communication, even in public forums and events, both in English and Spanish. Capabilities of translating from Spanish to English and vice versa.
  • Management of basic computer programs (FreeOffice package, etc.).
  • Ability to work collectively in a team made up of people from different countries and cultures; sensitivity for the constructive management of white and gender privileges.
  • Flexibility in the schedule, including weekend work or additional hours at specific times, as well as the ability to work under stress conditions.
  • High capacity for transparent, pedagogical communication, and applying the consensus method, in a horizontal organization.
  • The candidacies of racialized people, diverse identities and dissident sexualities are positively valued.

CONDITIONS OF THE POSITION:
It will be located in Europe, preferably the Spanish State, doing remote work. The service contract is defined for 7 months, as of May 15, 2024, full time.

  • In case of employment in Spain: salary 2,550 EUR EUR per month (including the corresponding part of the thirteenth prorated premium).
  • In case of contracting in another country by consulting for 7 months, the available budget is ca. EUR 22,000 (tax and social security obligations would be borne by the person recruited)
  • Support for surcharges for telephone expenses and other expenses inherent to the activities of the charge, such as transport and per diems for trips to Brussels and other activities previously
    scheduled.
