PIROI-Assistant Risk Reduction of Disasters ( RRC ) – H / F At French Red Cross


Background

The French Red Cross ( CRF ) has been implementing since 2000 a regional Disaster Risk Management program ( GRC ) from « Regional Intervention Platform of the Indian Ocean » ( PIROI) based on Reunion Island.

In close coordination with the international components of the Red Cross and the National Societies members of the PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Reunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of natural and health-related disasters and the effects of climate change on the populations of the southwestern zone of the Indian Ocean’.

The 2021 – 2025 strategic framework of the PIROI includes the following four strategic axes :

  • Axis 1: The knowledge and skills of disaster management actors are improved regarding risks related to natural hazards, health crises and climate change
  • Axis 2: The capacities of disaster management actors are strengthened in the management of risks related to natural hazards, health crises and climate change
  • Axis 3: The populations of the south-west of the Indian Ocean’ are better informed and prepared for the risks related to natural hazards, health crises and climate change
  • Axis 4: Populations affected by a disaster related to natural hazards receive emergency assistance that meets their priority needs and contributes to their recovery

At Reunion, the French Red Cross has been implementing the project since 2011 Not Ready, which aims to raise awareness and prepare the Reunionese population to the risks related to natural and health hazards in Reunion.

To achieve this, several axes of work are privileged among which :

  • The development of partnerships : This is’ to associate a large number of’actors involved in risk management (Institutional partners, Partners, technical and operational) with the aim of better preventing risks related to natural and health hazards in Reunion Island and the’Indian Ocean.
  • Awareness raising in school environment : It is essential to prepare the younger generations to face the risks related to natural and health hazards. An agreement between the French Red Cross and the Ministry of’Education, developed with the Rectorate of Reunion, allows schools to integrate the prevention modules of the project Not Ready in the school program of cycle 3 (CM1, CM2 and 6th).
  • Prevention among the general public ( Events, prevention stand … ) In order to raise awareness among the entire Reunion population, the project is not limited to activities intended for children but extends to all family members. Thematic workshops are organized in order to challenge children, parents, grandparents on the level of preparation of the family. In addition, prevention activities also find their place during events such as the Grand-Raid, the Science Festival or the International Day for Disaster Prevention. Volunteers and the project team run stands where the public comes to take part in prevention activities.

General job description

Under the responsibility of the Head of Disaster Risk Reduction (DRR), the/the holder of the position ensures the smooth running of the project activities Not ready, ready, at Reunion.

In the’ accomplishment of all his tasks, he/she complies with the guidelines of the French Red Cross.

The/the holder of the position has the following objectives :

➢ Objective 1 : To ensure the planning, implementation and monitoring of awareness-raising activities among the general public, school and extracurricular staff in Reunion Island

➢ Objective 2 : Ensure communication of the project

➢ Objective 3 : Guarantee the good development and quality of the project

Description of tasks / Responsibilities

Objective 1 : Ensure the planning, implementation and monitoring of awareness-raising activities among the general public, school and extracurricular staff in Reunion Island

  • In conjunction with the partners of the project, programme awareness raising events and training courses ;
  • To ensure the organisation of these events (budget management, logistical organisation, mobilisation of partners, voluntary mobilisation, etc.) ;
  • Ensure the’animation of programmed events and the’supervision of volunteers when it is necessary ;
  • Ensure the capitalization of the activities by writing the reports of’activities (reports of’events, trainings, etc. ) ;
  • Ensure the management of the RRC stock and schedule, in connection with the logistics department, the purchases necessary for the proper implementation of the activities.

Objective 2 : Ensure the communication of the project Pare pare pare to the Reunionese

  • Facilitate the social networks of the project Not Ready ;
  • Ensure communication of project activities Not Ready upstream and during the course of the latter ;
  • In connection with the/the Communication Manager of the PIROI : write press releases, write RRC inserts of PIROI newsletters, produce visuals on the RRC.

Objective 3 : Guarantee the good development and quality of the project Ready not Ready

  • Develop and animate the network of volunteer’animators Not Ready (recruitment, follow-up of actions, supervision,’information meetings, cohesion events.) ;
  • Ensure the training of facilitators Not Ready : volunteers, teachers, social workers, community workers, etc. ;
  • Contribute to the strategic and operational planning of DRR activities at The Meeting ;
  • Participate in the’updating of the educational kit and the’enlargement of the’awareness offer (development, creation, production and dissemination) ;
  • Monitoring of the indicators for measuring’impact of activities (realisation of’impact questionnaires, analysis and monitoring of results, continuous evaluation) ;
  • Participate in’archiving and capitalization of project awareness activities ;
  • Support the’ RRC team in the implementation of current office activities.

Administrative responsibilities :

  • Participate in the drafting of’a monthly report ;
  • Participate in the drafting of the specific notes ;
  • To ensure the collection of the necessary administrative documents to the donors within the framework of the activities (sheet, invoices, etc.) ;
  • Put in place the necessary tools for the’permanent evaluation of the objectives related to the position and ensure their feasibility.

Job requirements

  • Driving licence B

Training & Experiences

  • BAC+3 minimum
  • Training in the field of disaster risk management, international cooperation, international relations or similar
  • Experience in project management /event /animation /awareness /training
  • Experience in the’ coaching team of volunteers appreciated

Conditions & remuneration

  • Contract of indefinite duration
  • 39h weekly (work evenings and weekends recovered)
  • 23 RTT and 5 weeks of paid leave per year
  • Gross monthly remuneration : according to collective agreement,

+ End of’ premiumyear of 1/12th of the basic gross remuneration

+ Mutual support up to 50% by L’employer
