About P4I
Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).
P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement.
The four main services offered by P4I are linkages with Australian government agencies and other institutions, technical and policy advice, infrastructure project advice and knowledge-sharing and learning.
As the foundation of quality infrastructure, P4I also integrates gender equality, disability, and social inclusion, and disaster risk reduction and climate change considerations into all activities.
Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One.

Purpose
P4I has a range of activities in the Philippines in the planning and implementation stages. Key partners and areas of activity are:
- PPP Center – Guiding policy reform in public-private financing models
- Government Procurement Policy Board – Updating infrastructure procurement guidelines
- Department of Transport – Guiding transport sector reforms to improve investment prioritisation and financing
- Department of Transport – Advancing accessible public transport reforms
We are seeking an M&E specialist to support the work of P4I in the Philippines. The purpose is to advise the activity teams on the planning and conduct of M&E, along with direct support in data gathering, analysis and reporting. The goal is to ensure that the outcomes of the P4I Philippines activity portfolio are accurately and comprehensively identified and recorded.
We are particularly interested in hearing from M&E specialists who meet some or all of the following criteria:
- Experience working in the Philippines, particularly in the infrastructure and/or governance sectors
- Experience working on DFAT programs
- Available on a flexible basis
Scope of Work
The initial focus would be on support for the PPP Center activity, with work on further activities to commence upon approval and based on their needs.
The consultant will support development of the Philippines activity portfolio in three primary ways:
- Liaise with the P4I country engagement team (and activity teams where necessary) to consider country objectives and how an outcome narrative can be developed that draws together the transport and public investment management activities in the portfolio.
- Work with activity teams (and country management where necessary) to develop and revise activity M&E Plans during proposal development and inception periods. This will include support on: refining activity objectives and indicators of success; identifying the required M&E inputs; ensuring M&E requirements are built into activity teams and budgets. This process may also include broader support to the teams in scoping their activities for the greatest impact and alignment with P4I Philippines country objectives and the P4I Program Logic.
- Provide implementation support in situations where the planning process has identified specific M&E requirements that are outside the scope of activity teams to perform. This could include conducting surveys, interviews and focus group discussions, analyzing activity data to determine results, and preparing performance reports.
All advice should be consistent with the P4I Program Logic and Performance Management Framework (to be provided), which includes the integration of three cross-cutting themes: partnerships; gender, disability and social inclusion; and disaster risk reduction and climate change. A focus should be on supporting activities to ensure demonstrating their achievement of the P4I Intermediate and End of Investment Outcomes.
Terms of engagement
A contractual arrangement will be established with the selected candidate to enable the ongoing provision of services. The maximum estimated volume of work is approximately 100 days, with an initial tasking of 30-40 days.
Suppliers will operate in accordance with Australia’s Commonwealth Procurement Rules.

Application Instructions
Members of the panel will be engaged through Tasking Notes, distributed by P4I activity leads to suppliers with services and rates reflecting those put forward by candidates during the Request for Quotation process. Tasking Notes will include additional relevant terms such as duration of the engagement. Suppliers will be free to engage on activities once the tasking note is signed by P4I’s Senior Operations Manager.
Opportunities will be made available to members on an as-needed basis and offered in a range of ways, including, but not limited to: open calls to all panel members; limited calls for expressions of interest; and occasional cases of sole sourcing.
Each opportunity is dependent on an assignment’s requirements and the skillsets of the available panel members. Inputs will vary in terms of scope and duration, depending on the needs identified.
Being a member of P4I’s MEL Panel provides no guarantee of work. The panel will operate in accordance with Australia’s Commonwealth Procurement Rules.
