Philippines Consultancy for Project Evaluation and Endline Community and School Disaster Readiness Assessment (CSDRA) At American Red Cross


The American Red Cross in partnership with the Philippine Red Cross will be hiring a consultant who will be engaged in the Project Evaluation and Endline Community and School Disaster Readiness Assessment (CSDRA) for the Community Readiness in Bicol (CRIB) II Project which is located in Catanduanes Province, Bicol Region, Philippines.

The overall purpose of the consultancy is to:

  1. evaluate the CRIB project in relation to its objectives and impact and
  2. assess the project’s covered communities and schools’ growth and progression in terms of disaster preparedness.

Work Plan

The study period will run from October 15 – December 15, 2023. The consultant will be required to provide and confirm a detailed work plan during the inception period.

The scope of work include:

  1. submission of a complete inception report
  2. review of sources of information
  3. development of evaluation tools
  4. adaptation of tools for endline assessment
  5. perform data management, quality assurance, and data analysis
  6. develop project evaluation report
  7. develop endline assessment report

The assessments will utilize mixed method/s that will employ quantitative and qualitative approaches, adapted to the local context. This will include, but not limited to, household-level and school-level surveys, focus group discussions, and key informant interviews using the disaster ready community and school checklist, adapted to the local context.

Since the project area is in Catanduanes Province, Bicol Region, Philippines – four Municipalities and 19 Barangays (20 communities), it’s important to note that the consultant is required to travel to the project sites.

Qualifications of Consultant:

The required qualifications and experience are as follows:

  • Five to seven years’ experience conducting and leading survey research and assessments, both quantitative and qualitative, four of which should be with international organizations (NGOs, UN, and other humanitarian agencies);
  • Post graduate degree, from a recognized institution, in social research particularly qualitative studies, or monitoring & evaluation;
  • Demonstrated experience in training and managing data collectors/facilitators of the qualitative study;
  • Experience with work in DRR or related sectors;
  • Experience in Monitoring and Evaluation (preferably in DRR or related sectors);
  • Excellent knowledge and skills in qualitative research methodology including data analysis techniques with Excel or other software such as NVivo; Atlas Ti;
  • Excellent communication skills for training and facilitation, and leadership to manage and coordinate a team of data collectors/facilitators (working knowledge of local dialects is an added advantage);
  • Demonstrated high quality report-writing in English as shown by samples of evaluation reports;
  • Ability to work independently, ability to juggle and coordinate various tasks simultaneously, ability to prioritize tasks, well organized, reliable and trustworthy
  • There must be an identified team who will focus on each of the major deliverables (Project Evaluation, Endline Assessment)
