Pacific Surge Roster-GBV Information Management Officer At United Nations Population Fund


UNFPA is seeking humanitarian practitioners and experts in the following area from the Pacific Region for inclusion into UNFPA’s Pacific Emergency (Surge) Roster:

  • GBV Information Management Officer

The incumbent serves as a member of the PSRO Humanitarian Team, and provides operational support to the country of assignment, contributes to the delivery of the humanitarian/emergency efforts to the affected population, and ensures that operations are carried out, effectively, efficiently, in a timely and transparent manner, mindful of subsequent audit considerations

Requirements, Qualifications and Experience:

  • Masters Degree in Human Rights, Law or relevant Social Sciences with minimum 2 years of relevant experience on Gender Based Violence, protection, human rights etc. OR
  • Bachelors Degree in Human Rights, Law or relevant Social Sciences with 4 years of relevant experience
  • Strong technical skills are required, including strong data management, analysis and visualization skills. Advanced skills in IM tools such as Kobo, Activity info, Excel/Access/SQL/PSS and/or Power BI are desired. .
  • Demonstrate understanding of ethical GBV data management, reporting and data sharing.
  • Excellent communication skills and demonstrated ability to work as part of a team, with team members based in other countries/organizations.
  • Able to work effectively in a multi-cultural environment and under pressure.
  • Able to work with different stakeholders from government institutions, international organizations, academia and NGOs, and the affected communities.
  • Understanding of the national health emergency system and disaster coordination system is an asset.
  • Proficiency in English is required.

UNFPA is committed to scaling up its humanitarian response and increase organizational capacity in the Pacific with a focus on preventing and responding to gender-based violence and addressing sexual and reproductive health needs in emergencies. To support this organizational need, the development of a Pacific Emergency Roster will ensure UNFPA has access to a pool of qualified individuals to deploy for short-term emergency assignments (up to three months for internal staff and up to six months for non-staff). UNFPA invites suitable and interested professionals including staff members and current UNFPA consultant contract holders, as well as, qualified independent humanitarian professionals based in any of the Pacific Island countries to apply for registration in the Pacific Emergency Roster in the following areas where our current need is strongest: Gender Based Violence (GBV) in Emergencies, Sexual and Reproductive Health, and Communications Specialists.

As part of the selection process for participation in the 2023 Pacific Surge Workshop, which will run on a five-day format, with final dates to be confirmed, most likely in the first quarter of 2023, applicants may be invited to participate in a video interview, technical assessment and written essay. In preparation for the workshop, selected candidates will also be asked to complete up to 40 hours of pre-learning exercises that consist of relevant E-learning course(s), webinars and associated readings. The training will have a strong focus on our intervention areas of GBV in emergencies, as well as SRH in emergencies, however, candidates will be assessed according to the profile for which he/she is being considered for surge assignment.

Candidates who successfully complete the training and are technically cleared by the attending assessors during the in-person training will be added to the Pacific Emergency Roster and considered for surge deployment in an emergency setting within the Pacific. With the identified need to increase organizational capacity in emergencies in these areas, UNFPA is focusing this Call for Applications on the above mentioned profile.
