About this position

The Office of Ethics (ETH) is looking for a dynamic, resourceful, and reliable investigations expert to join the Office of Ethics. You will lead and conduct internal administrative investigation involving allegations of workplace misconduct including harassment, sexual harassment, abuse of authority, conflicts of interest, whistleblower retaliation, fraud and corruption, violation of Bank rules and policies, in a thorough and objective manner with attention to detail and timeliness. You will also be tasked with other diverse prevention functions in the Office, such as providing training, advisory services, and assisting in communications campaigns.

​​ ETH is responsible for providing impartial assistance to IDB Group employees and Management in reviewing and resolving matters regarding ethics and conduct in the workplace to contribute to good governance and preventing and promoting institutional integrity. ETH receives consultations and provides advice in response to requests for interpretation of the Code of Ethics and Professional Conduct (the “Code”); leads training and communications initiatives to promote awareness on ethical behavior and workplace conduct; receives and investigates allegations of misconduct, as provided in Bank policy; and handles the Annual Declaration of Interest exercise.

What you’ll do :

  •  Lead, manage, and conduct preliminary inquiries and full investigations into allegations of misconduct under the Code.
  •  Review and assess complaints and allegations; craft and implement investigative plans and strategies; conduct complainant, witness, and subject interviews; organize relevant documentary and electronic information; conduct and/or coordinate investigative research and analysis, and prepare, present, discuss, and defend investigations findings, conclusions, and recommendations.
  •  Participate in investigative missions to ensure all reliable and relevant information and evidence is obtained.
  •  Prepare and deliver high-quality, clear, logical, and timely reports of investigations for the Chief Ethics Officer and other briefing materials for senior management, as required.
  •  Identify key issues, obstacles, and appropriate solutions through decisions that are ethically based, transparent, and have taken into account due process.
  •  Provide input to ETH on trends, new opportunities, and preventative measures/themes.
  •  Identify root causes of misconduct, lessons learned, and recommendations for preventing such misconduct.
  •  Work under the moderate supervision of others.
  •  Provide technical guidance to more junior staff.

What you’ll need

  •  Education: Master’s degree (or equivalent advanced degree) in the following fields: law, compliance, criminology/criminal justice, or other fields relevant to the responsibilities of the role.
  •  Experience: You should have at least 4 years of experience in one or more of the following areas: investigations of employee misconduct, including harassment, sexual harassment, conflict of interest, retaliation, and other forms of workplace misconduct/wrongdoing in public, multilateral or private sectors, criminal prosecution, and/or integrity.
  •  Languages: Proficiency in Spanish and English, spoken and written. Additional knowledge of French and/or Portuguese is a plus.

Requirements

  •  Citizenship : You are a citizen of one of our 48-member countries . We may offer assistance with relocation and visa applications for you and your eligible dependents.

Type of contract and duration

  •  International staff contract, 36 months initially, renewable upon mutual agreement.
