ONE (E) DIRECTOR/TRICE ASSISTANT COUNTRY PROGRAMMES At Accion contra el Hambre Espana


Action contre la faim is an international non-governmental non-profit organization that was established in 1979. It is private, not political, not religious. Its objective is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action contre la faim in more than forty-six countries, for projects covering our four areas of work: the’alimentation, health, food security and water and sanitation management.

GENERAL OBJECTIVE OF THE POSITION

  • Le.la Directeur.trice Pays Adjoint.e – Programmes provides support to the Country Director in the development of’ACF programs in Mauritania.
  • He.elle is responsible for’ ensuring that’a continuous and quality technical support is delivered to the programs by the’ team of heads of technical departments
  • It.elle ensures that the necessary actions are implemented to ensure the technical quality of projects and strategic development.
  • It is responsible(e) to actively participate in the technical management of the mission, in close contact with the Country Director.

SPECIFIC OBJECTIVES

  • Objective 1 : Strategic Vision and Leadership
    • Maintain a clear vision of the current and future objectives and strategies of the programme with the Technical Coordinators by translating them into concrete work plans ;
    • Contribute to the’alignment of different strategies, S’assurance of coherence and continuity between strategies : between’ISP3, MECA, Country Strategy, Programmatic Strategy ;
    • Coordinate the capitalisation of new operational and strategic techniques/approaches and ensure their dissemination ;
  • Objective 2 : Program coordination
    • Work closely with the/a director/ice country and the director/ici deputy country in charge of operations to ensure that the ACF strategy is understood and guides decision-making throughout the activities ;
    • Building consensus around priorities to improve aid delivery in Mauritania and to make strategies and programme frameworks more coherent across the response ;
    • Engage program leadership in Mauritania in ongoing contextual analysis that enables programs and teams to adapt to significant changes in the geopolitical/conflict environment ;
  • Objective 3 : Human resources management of the Programmes
    • Participate in the recruitment of direct employees : writing job cards, opening positions, interviews and their annual evaluation ;
    • Supervise and manage its direct employees by accompanying them through an Individual’Action Plans (PAI) and training plan if necessary ;
    • Coordinate and monitor the management of expatriate Human Resources in conjunction with the Country Director and the relevant Coordinators
  • Objective 4 : Operational development
    • Identify and monitor funding opportunities adapted to the mandate and strategy of’ACF in Mauritania ;
    • Inform the mission (country director, DPA-operations, programmes) of relevant funding opportunities and facilitate decision-making sessions on the positioning of the’organisation for pre-identified opportunities ;
    • Proposing, supervising, coordinating and facilitating the preparation of new project proposals with the Coordinator/technical authorities, the/the DPA-Operations, the Coordinator/terrain authorities concerned and the/the coordinator/rice of program development

OVERALL REMUNERATION

We propose an immediate incorporation to a dynamic organization of international scope including the following contractual conditions :

  • Work contract in expatriation with accompanied status.
  • Duration: 12 months (Renewable).
  • Department: Technical
  • Base: Nouakchott.
  • Salary between 43. 798 € – 54. 750 € gross per year depending on the’professional experience and responsibilities. This salary is divided into 12 payments and based on experience and context. It includes a base salary + context + Perdiem and living expenses.
  • Housing supported by the’organisation.
  • The transport costs up’ to the mission.
  • Breaks d’a week with shipping costs to the reference area and an extra of 215€ for the week.
  • 25 Working days of vacation per year with tickets supported by the organization.
  • Repatriation insurance, accident and travel and life.

PROFILE

Preferable knowledge :

  • Level Bac + 5 in development studies, project management, international relations.

Specific Knowledge / Desirable Techniques :

  • Global mastery of’Action Against Hunger sectors and ability to integrate them into a holistic multisectoral approach
  • Knowledge of’Action Against Hunger (Organization, mandate, charter, strategy, procedures, gender policy)
  • Excellent knowledge of donor procedures
  • Excellent capacity of’analysis
  • Very good control of project and program management
  • Operational knowledge of Basic Humanitarian Standards ( Core Humanitarian Standards, SPHERE )
  • Knowledge of humanitarian sector coordination platforms
  • Mastering the strategic axes of Action Against Hunger
  • Knowing the procedures and rules of Action Against Hunger is an asset

Desirable IT knowledge in :

  • Perfect control of the Office package ;
  • Mastery of collaborative online platforms and telework tools

Experience :

  • Minimum essential experience of 5 years in project management within an international organization, with progressive increase in responsibilities
  • 2-year experience in a similar position in an international organization is highly desirable
  • Proven experience on the context of Mauritania, Sahel or West Africa, an experience in the’Action Against Hunger intervention areas is an asset.
  • Strong ability to organize, coordinate and motivate teams

  • Very good written and oral skills in french and english
