The ILO is launching a call for expressions of interest for the aforementioned position. This is a temporary assignment, which is not expected to lead to a career in the ILO. The duration is 12 months non-renewable.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

They can participate:

  •  ILO internal candidates, in accordance with paragraphs 31 and 32 of annex I to the Staff Regulations. The Office will facilitate the temporary reassignment of a selected internal candidate to this position.
  •  External candidates. The selected external candidate will receive a 4.2 (e) contract.

Introduction

The position is located in the Buenos Aires Country Office. The Official will provide technical advice to the counterparts of the International Labor Office (ILO) in Argentina and in the other countries of the Southern Cone of Latin America (Brazil, Chile, Paraguay & Uruguay), in the field of labor market institutions with an emphasis on their contribution to social protection and the quality of work, to the formalization of the economy, to the development of inclusive labor markets and to equality. This technical support is developed in an analytical framework that incorporates sub and / or regional integration initiatives, with a special focus on the Mercosur process, and the current challenges in the group of countries, and covering a field of economic and social policies.

The official’s work should focus on an integrated approach, based on the priorities of the Decent Country Work Program and the strategic objectives of the ILO, in accordance with the priorities defined by the Office in Buenos Aires and by the ILO Office of Countries for the Southern Cone of Latin America according to the countries considered, as well as the United Nations Development Assistance Frameworks (UNDAFs) and the 2030 Agenda for Sustainable Development.

The/The official will carry out his activities under the direct supervision of the Director of the ILO Country Office for Argentina in close collaboration with the Director of the Decent Work Team and ILO Country Office for the Southern Cone of Latin America. Technical supervision of activities by ILO headquarters in Geneva will be provided by the Inclusive Labor Markets Service, working relationships and working conditions (INWORK) of the Department of Working Conditions and Equality (WORKQUALITY). The official will work closely with the other specialists from the Offices of Argentina and the Southern Cone, with the coordinators and technical officers of the development cooperation projects in force in Argentina and with the Office’s Programming Unit.

Specific functions

one. Analyze statistical data and information on issues related to the quality of employment, working condition, labor relations, wages and equality in employment including distributive aspects related to the labor market in employment, taking into account gender and racial / ethnic dimensions, migration aspects, as well as the diversity of contractual arrangements 2. Cooperate with ILO constituents, and provide technical support in the monitoring and evaluation of labor market institutions, policies and programs that improve the quality of employment and participation in the labor market on an equal footing 3. Provide technical support to national constituents and other social partners in collecting data on the labor market,and in its use for formulation, monitoring and evaluation of labor institutions (such as the minimum wage and collective bargaining) and policies that contribute to quality jobs and inclusive labor markets. 4. Analyze the characteristics and composition of the informal economy and investigate the factors that promote its persistence or growth. Analyze the effectiveness of the institutions and policies established to increase the formalization of the economy; 5. .Provide technical support to governments and social actors in the implementation of labor market institutions and programs that facilitate the transition from the informal to the formal economy; 6. Analyze the structure, characteristics and evolution of different contractual forms in the labor market,even its relations with the processes of productive transformation; identify the restrictions that contribute to labor market segmentation and inequality and prioritize the development perspective in those strategic sectors of the economy; 7. Support the social partners and other key actors to improve their contribution to the design, operation and evaluation of labor market institutions; 8. Maintain external relations and ensure coordination for the promotion of ILO policies, relevant international labor standards and guiding principles of labor market policies with government agencies, employers ‘and workers’ organizations, relevant United Nations agencies, local and international partners,academia and civil society 9. Required qualifications

Education

Higher level university degree (master or equivalent) in economic or social sciences or in other relevant fields

Instead of a higher university degree, a first cycle university degree (bachelor’s or equivalent) will be accepted in one of the mentioned disciplines or in another relevant field, combined with two additional years of relevant experience, in addition to the experience indicated below.

Experience

At least five years of experience in institutions and the labor market, quality of employment and equality, informal economy and formalization.

Experience in terms of technical support at the country level and with subregional organizations / initiatives, as well as the inclusion in formal employment of workers subject to discrimination as women, will be considered an advantage, ethnic groups, people with disabilities, indigenous and tribal peoples, and migrant workers.

Languages

Excellent command of English or Spanish and good work knowledge of the second language.
