In situations of armed conflict and violence, Geneva Call, as a neutral international humanitarian organization,’, impartial and independent’ is committed to strengthening the respect of humanitarian norms and principles by armed groups and de facto authorities, with the aim of improving the protection of civilians.

Geneva Appeal is currently focusing its efforts on the following thematic areas, within the framework of international humanitarian standards – banning the use of anti-personnel mines, child protection and education, and, the prohibition of sexual violence and gender discrimination, the prohibition of forced displacement, the protection of cultural heritage, food security, humanitarian access and protection of health care – all in the context of armed conflict and violence.

Geneva’Appel operations in the DRC focus on improving the protection of civilians in North Kivu since 2014 and in Ituri since August 2023.

Role :

The MEAL officer will be responsible for monitoring, evaluation, accountability and learning (MEAL) activities of DRC programs. The MEAL officer contributes to the overall quality of the programme through strategic planning and implementation of all the MEAL processes and activities necessary to improve the quality of the’Appel programmes in Geneva d’ ensure systematic reporting to document the results and the’ impact of interventions on the protection of civilians. The MEAL officer is directly responsible for the evaluation, quality control and accountability of the engagement work of’Appel of Geneva in the DRC. He/she is also responsible for the design of the MEAL tools, including, the collection of data, analysis and’reporting and monitoring in collaboration with project teams.

General description of the position and main activities

  • Support project teams to ensure appropriate data collection and management, including clean-up and validation.
  • To develop MEAL plans for projects on the basis of the logical frameworks and indicators of the projects.
  • To carry out the overall monitoring of the projects, including field visits to verify the data.
  • Contribute to the development of monitoring and evaluation tools, including’ impact studies,’ reference surveys, monitoring systems,’ data analysis and report writing.
  • Support project teams to integrate the results of monitoring and evaluation efforts and feedback from beneficiaries into project implementation
  • With the support of colleagues in the program team, provide high-quality information about the project to internal and external stakeholders, including, knowing how to extract relevant data for reporting needs.

Conformity

  • Remains at all times involved in verification procedures and concerns while working with partners, suppliers, interlocutors in close coordination with the support coordinator.
  • Attend and represent Geneva Call at conferences, seminars and other forums of interest to the organization.

  • Selection criteriaEducation
  • Master’s degree in social sciences, humanitarian and/or development studies, in communication or in a relevant field.Professional Experience
  • Minimum 3 years of professional experience as an equivalent MEAT’officer in a humanitarian organisation.
  • Proven experience working in the field with IGOs in countries affected by conflict and crisis and in emergency contexts ;
  • Proven experience and good control of the context of the’assignment zone (DRC) ;
  • Working in areas of high security turbulence, preferably with the presence of armed groups and de facto authorities, would be an asset.Technical skills
  • Advanced organizational and analytical skills ;
  • Understanding of the management of proposals, including the design of projects and the drafting of proposals ;
  • Familiarity with standard grant management tools, such as logic frameworks; and;
  • Knowledge of monitoring and evaluation in relation to project implementation, both for daily monitoring and for outcome and’impact measures; and;
  • Ability to design, implement and evaluate tools for the collection and analysis of data; and;
  • Good command of Excel, Word, PPT, KoBo Toolbox and PowerBI or equivalent.Personal Skills

  • Strong interpersonal, communication and leadership skills.
