Nursing Care Referent – Headquarters M/F At Doctors Without Borders


Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to vulnerable populations facing crises threatening their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters or exclusion from care. The French section of MSF is present in around thirty countries.

As part of a replacement for maternity leave, we are looking for a: Nursing Care Referent M/F.

Mission :

Under the hierarchical responsibility of the Deputy Medical Director in Paris, in collaboration with the OCP nursing team (referents in pediatric/neonatal nursing and operating room, MOI nursing) and the Nursing Working Group, the nursing referent has aims to contribute through its expertise to the improvement of activities related to its field in MSF projects. He/she will provide support for care and nursing teams.

Main responsibilities:

The main objective of this replacement is to maintain the activities already underway and to pursue the objectives which will be detailed at the start of the mission.

1. Overall responsibility

The nursing advisor, as a member of the medical department and the healthcare team, contributes to the implementation of MSF’s social mission through her medical leadership, expertise and advocacy. To do this, he/she must:

  • Contribute to medical-operational strategies
  • Provide relevant and context-adapted nursing support
  • Ensure quality improvement and respect for medical ethics in our operations.
  • Work collaboratively with the Nursing Working Group and as an ambassador to other working groups as required (EMACC)
  • Develop and support operational research and relevant innovation in nursing.
  • Advocacy internally and externally, based on field needs, experience and research.
  • Liaise with MSF and the external nursing community.

2. Precise description of functions

Contribute to improving nursing care in MSF projects:

  • Direct support to field teams operating in different healthcare settings (hospital, OPD, home care, etc.)
  • Work alongside a team of relevant referees as needed.
  • Collaborate within the nursing working group and other operational sections of MSF.

2.1. Provide advice and support to operational units, medical coordination and project teams:

  • In collaboration with project teams, coordination teams and cells, active participation in the development and monitoring of projects by providing your knowledge in the field of nursing.
  • Assist project, coordination and cell teams in making decisions related to the field of nursing and ensure that best practices are implemented taking into account the specific constraints of each context.
  • Encourage and support learning and development strategies for nursing.
  • Ensure that the necessary resources (procedures, SOPs, tools, guides, equipment, materials) to guarantee quality nursing care are available to the teams and monitor their implementation, if applicable.
  • Conduct regular field visits and be available for unscheduled field support visits in case of emergency. (Maybe 1 or 2 field visits during the mission).
  • In collaboration with the human resources team and nursing advisors, technical validation of international candidates, including validation of CVs and assessment of experience and skill level required for placement in the field.

2.2. Responsible for monitoring and analyzing nursing activities:

  • Contribute to the definition of indicators necessary for monitoring nursing activities.
  • Analyze nursing activity data for all missions and regularly share analysis results with respective projects and cells and the medical department.
  • Actively contribute to the medical department’s annual plan.

2.3. Responsible for updating knowledge of nursing in his field:

  • Develop nursing procedures or other documents (supervision tool, SOP, etc.)
  • Collaborate in the development of guides and protocols to ensure the relevance of information concerning nursing care with the relevant referents.
  • Propose and support the availability and implementation of nursing care items and equipment as needed.

2.4. Participate in strengthening nursing skills.

  • Stay up to date with medical literature, innovative tools and equipment adapted to the context.
  • In collaboration with the referents, the L&D unit and any other person concerned (nursing working group, MSF Academy), participate in the creation and deployment of learning programs, and update the nursing content of the training courses if needed.
  • Participate in the nursing working group, sharing knowledge and experience with other MSF operational sections.
  • Inform and debrief staff in the field and at headquarters.

2.5. Representation inside and outside MSF

  • Discuss and share experiences within the movement and in external forums.
  • Represent MSF in relevant external meetings.
  • Create a network of relevant specialists.

Required profile :

Formation :

  • Nursing diploma.
  • Specialty diploma (USI, ER).
  • Recent clinical experience/additional qualification in infection prevention and control, palliative care, oncology, wound care, tuberculosis/HIV.
  • Diploma in Tropical Health or International Health.

Experiences:

  • Minimum 5 years of clinical nursing experience, including significant experience in at least 1 of the specialty areas below (prerequisite).
  • Adult intensive care units (invasive and non-invasive ventilation).
  • Emergency department (adults).
  • Experience in orthopedic, trauma or visceral surgery.
  • Field experience within international NGOs / MSF (minimum 18 months of field experience and/or 3 missions) (prerequisite).
  • Coordination and/or headquarters experience is an asset.

SKILLS :

  • Good sense of organization and planning.
  • Ability and willingness to take initiative and work independently.
  • Pragmatic and solution-oriented thinking.
  • Experience and skills in training/coaching/mentoring.
  • Ability to work outside of office hours.
  • Willingness to travel in the field and to the various MSF offices in Europe and elsewhere.

LANGUAGES :

  • Fluent English C1 written and spoken, essential.
  • French good level B2 written and spoken, necessary.

Status: 7-month full-time fixed-term contract. Executive position, based at Paris headquarters, travel to MSF grounds to be expected.

Conditions: 54.91K annual gross over 13 months.

22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of public transport fare.
