MAKES NOTE
A selection procedure is launched for the recruitment of 2 ( two ) Coordinators / trici Ethiopia Program, Emergency and Humanitarian Affairs Sector ( Expert 2 ).
- CONTENT AND PURPOSE OF THE INCHARGE
Professional figures required: Nr. 2Coordinators / trici Program ( Expert 2 ) Emergency Sector Initiatives.
Workplace Addis Ababa with possible movements in the areas of the Initiatives in Ethiopia, South Sudan and Djibouti.
Contract type: fixed-term contract provided for by the local regulations of Ethiopia
Compensation: The economic treatment will be established on the basis of what is reported in the document “ Criteria and methods for the selection of personnel not belonging to the Public Administration to be hired with a fixed-term private law contract determined governed by local law ” referred to in the resolution of the C.C. n. 101 of 19 November 2019 and commensurate with the provisions of the relative tables ( and their updates ) for the figure of “ Expert/a Middle 2 ” ( gross annual salary of Euro 40,081.64 to which are added the expected allowances, if due ).
Duration: 12 months ( with a 2-month trial period ).
Start of assignment: asap / November 2023
Objective of the assignment: The Program Coordinators will have to ensure coordination of the Emergency Initiatives in response to the humanitarian crises in Ethiopia.
Description of the assignment: The Candidate will be directly responsible for the correct coordination of the Initiatives. The Candidate must combine with a solid theoretical and practical competence in the management of cooperation programs and / or humanitarian emergency, the ability to join a multidisciplinary group contributing to the overall success of the office’s work. Under the supervision of the AICS Headquarters Owner and the Emergency Team Leader, the Candidates must independently carry out the following tasks relating to the Initiatives of competence:
- Ensure coordination and technical / administrative management of all phases of the project cycle;
- Ensure the planning and processing of all technical and administrative documents;
- Ensure the preparation and implementation of monitoring of CSO projects in the countries of competence of the headquarters ( Ethiopia, South Sudan and Djibouti ) and the technical analysis of the related periodic reports, providing technical assistance to counterparties for the implementation of planned activities;
- Manage relations with the various institutional actors and program counterparts ( OSC, relevant ministries and departments, OPM, RRS, UNHCR, etc. );
- Ensure participation in coordination meetings with United Nations agencies, multilateral and bilateral donors – in relation to the area of competence – in Ethiopia;
- Ensure the correct management and planning of the funds on site, as well as the correct completion of the procurement;
- Coordinate the verification activities of the intermediate and final reports of the CSOs, in collaboration with the administrative-accounting staff, and in line with the administrative-accounting procedures in force;
- Contribute to strategic planning, identification and formulation of new Initiatives, in relation to the sector of competence;
- Promote the correct sharing of information within the Sector, and in particular with the sectoral Team Leader and the AICS Headquarters Owner;
- Carry out other functions required by the AICS Headquarters Owner and in coordination with the Emergency Sector Team Leader.
Prohibition to exercise other activity. During the last three years, the selected subject must not have carried out any entrepreneurial activity in the country of service, nor be in a conflict situation, even potential, of interests that prejudice the impartial exercise of functions, as required by article 53 of legislative decree no. 165 of 2001, notified by law no. 190 of 2012 and the AICS Code of Ethics and Behavior referred to in point 6 below. The Administration reserves the right to verify, under penalty of exclusion, the compliance of what has been stated in this regard by the selected subject.
- ADMISSION REQUIREMENTS
Essential requirements
The personnel to be recruited must be in possession of the following essential requirements when the call is due:
- Master’s degree or specialist degree or Degree Diploma ( Old Order ) in disciplines related to development cooperation, degree in Social Sciences, Economics and Commerce, or Political Sciences. Degrees in other disciplines may be considered if accompanied by specific experience in the thematic areas of reference of this notice for over 5 years. Equipollences published on the website of the Minister of Education, University and Research ( are also consideredwww.miur.gov.it). The academic qualifications obtained abroad must be equivalent to those obtained in Italy and the candidate must provide the application with the details of the recognition of the qualification;
- Professional experience of at least 7 years in development cooperation activities in the thematic areas covered by this notice ( emergency and humanitarian aid ) with international donors ( bilateral or multilateral ), private, government, research or non-governmental bodies, of which at least 5 in developing countries;
- Knowledge of the Italian written and oral language at level C2 of the common European reference framework ( QCER );
- Knowledge of written and oral English at level C1 of the common European reference framework ( QCER );
- Knowledge and habitual and effective use of the main IT tools, in particular MS Office;
- Physical fitness for use;
- Age not exceeding 67 years.
Preferential requirements
- Postgraduate specialization courses ( University Master, Doctorate or other recognized courses in the sector of interest ) additional to the minimum requirements indicated in point 2.1 above;
- Previous experience in support and / or technical / administrative management of Humanitarian Emergency Cooperation Programs financed by the Italian Cooperation, with particular reference to the Africa Sub – Saharan / Horn of Africa area;
- Knowledge of the Ethiopian and regional context, and in particular with reference to the themes and / or main problems of the Initiatives subject to the call;
- Knowledge of the operating methods of the Italian Cooperation acquired through previous experiences at AICS foreign offices;
- Previous experience in operational roles or in the management of multi-country / regional humanitarian programs;
- Previous experience in remote project staff / offices / partners management;
- Knowledge of the English language level C2 of the common European reference framework ( QCER ).
How to apply
PRESENTATION OF APPLICATIONS – TERMS AND METHOD ’
3.1 In the application, drawn up in the form of a replacement certification declaration pursuant to art. 46 and 47 of the Presidential Decree. 28.12.2000 n. 445, candidates must declare under their own responsibility:
- surname, name, date and place of birth;
- the residence;
- citizenship;
- the enjoyment of civil and political rights;
- not having reported criminal convictions, not being the recipient of prevention measures and not being subjected to criminal or accounting proceedings both in Italy and abroad;
- not to have incurred the dismissal, dispensation, forfeiture or dismissal from employment to a public administration, both in Italy and abroad;
Should the untruthfulness of the content of the declarations made emerge from the checks carried out, the interested party will incur the criminal penalties referred to in art.76 of the Presidential Decree n. 445/00 and subsequent amendments, immediately forfeiting from the use and any other benefits that may be obtained on the basis of the false declaration.
3.2 The application must include:

- Replacement declaration of certification, dated and signed, referred to in point 3.1.

EXCLUSION FROM THE SELECTION PROCEDURE
Determine the exclusion of the selection procedure:
- The absence of the general and special requirements required by this notice;
- The presentation of the application outside the terms provided for in the notice and in ways other than those provided for in the notice;
- The submission of an application without a subscription.
ASSESSMENT OF SECURITIES AND INTERVIEW
After the terms of validity of the notice, the owner of the foreign office assesses the admissibility of the application applications in order to meet the requirements and the absence of causes for exclusion. The exclusion is communicated to the candidates concerned.
Subsequently, a Commission made up of three members and appointed in accordance with art. 2 of the document approved with the Resolution of the Joint Committee no. 101/2019 evaluates the candidates on the merits by assigning a maximum overall score of 100 points according to the methods specified below:
SECURITIES: up to 70 points
- Educational qualifications additional to the mandatory one: up to 10 points
- Language skills: up to 10 points
- Professional experience: up to 40 points
- Other professional titles or skills: up to 10 points
INTERVIEW: up to 30 points
Candidates who have scored for titles of at least 40 are called for an interview following which a maximum score of 30 points is attributed. The interview takes place at the AICS headquarters or in an audio-video connection in the case of candidates who cannot go to the interview venue. The interview takes place in the language indicated in the call ( even more than one if provided ) and is aimed at evaluating the candidate’s wealth of knowledge and experience, the ability to carry out the assignment in question, the required language skills and anything else deemed necessary to evaluate the profile of the candidate with respect to the position to be held. The call to the interview is sent by e-mail to the address declared by the candidate at the time of the application.Candidates are not entitled to reimbursement of expenses possibly incurred to take the interview.
Following the interview, the ranking of the candidates only has been drawn up to whom an overall score of not less than 60% of the maximum attributable ( 60 points ) has been assigned after the interview.
SELECTION OUT OF THE SELECTION
The candidate with the highest score in the ranking is declared the winner. The winner is informed by e-mail or through an appropriate alternative measure. The ranking remains valid for one year and can be extended for another year for motivated needs related to the conduct of the initiative.
In case of renunciation of the winner or early termination of the contract, the venue can scroll through the ranking, if the necessary financial resources are available.
In the event of a tie, the youngest candidate will be preferred.
The ranking is published on the AICS website in the section of the foreign office concerned.
In the employment contract stipulated between the foreign office and the subject selected following the selection procedure there is the possibility for the parties to withdraw from the contract itself in the presence of a just one cause, or a fact of seriousness such as not to allow the continuation, even provisional, of the employment relationship.
In any case, the lender is allowed to exercise the withdrawal from the employment relationship with a 6-month notice.
The employment contract must include the commitment of the lender to sign the Code of Ethics and Staff Behavior adopted by the Italian Agency for Development Cooperation pursuant to art. 11, paragraph 1, let. c ) of the Ministerial Decree 22 July 2015, n. 113.
TREATMENT OF PERSONAL DATA
The submission of applications for participation in the selection by candidates implies consent to the processing of their personal data, including sensitive data, by the personnel assigned to the custody and conservation of the applications and their use for the conduct of the insolvency procedures.
