Niger – Financial Monitoring Manager At COOPI – Cooperazione Internazionale


COOPI is looking for a Financial Monitoring Manager in NIGER

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabery. Currently, COOPI works in the Diffa region in the areas of protection, mental health, and’education in emergency situations, including, in Niamey and Agadez in mixed migration with the management of the passage boxes and the’ psychosocial support of refugees and migrants, in the regions of Tillabery and Tahoua with interventions in the field of nutrition/health and’emergency education, in Maradi with a protection project. The main donors are ECHO, the’ European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and the UN agencies (UNHCR, UNICEF, IOM).

Position objective

Based in Niamey, with monthly movements on the basis where the projects are developing. He/she will be able to use the logistics equipment of COOPI according to the provisions of the logistics and security coordination. Field trips will have to be carried out regularly to monitor the activities of the project. He/she verifies the accuracy of project accounts and estimates of expenditure for all projects. Ensure the completeness and accuracy of financial reports and their documentation in relation to COOPI’s and donors’ internal procedures.

Responsibilities

On a monthly basis :

  • Receive updated and complete accounts, cash and bank controls, and expense forecasts from project administrators for the following months; and;
  • Verifies that the expenditure forecasts of the Country Coordination are correctly accounted for in those of the projects ;
  • Check the’accuracy and consistency of accounts with COOPI internal rules and the donors ;
  • Carries out, after verification with the Country Administrator and the Project Administrator, any corrections ;
  • Transmits to the Regional Administrator, Country Administrator, Audit Manager and Project Administrator the project accounts and expenditure forecasts, as verified and corrected as necessary.

Interim and final finance reports :

  • Verifies the accuracy of interim and final financial reports according to the internal rules of COOPI and the donors;
  • Sends interim and final financial reports and all attached documents to the Regional Administrator for final validation;
  • Updates a physical and electronic archive of financial reports sent to donors with their attached documents.

Candidate profile

Essential

  • University degree in economics, accounting or equivalent;
  • At least 2 years experience in economic and financial project management and accounting ;
  • Experience in financial reporting to funders ;
  • Excellent writing and use of Office software ;
  • Ability to use accounting software ;
  • Leadership and managerial ability;
  • Adaptive mind in complex living conditions, resistance to stress ;
  • Excellent work organization and team building capacity ;
  • Flexibility, sense of initiative and autonomy ;
  • Ability to work in a team and by objectives ;
  • Experience in staff training ;
  • Ability to operate in unstable and complex political and security contexts and in a multicultural environment ;
  • Excellent negotiation and communication skills ;
  • Knowledge of French and English written and spoken ;
  • Interest and motivation to work in an NGO, while respecting its values and principles.

Desirable

  • Work experiences in French-speaking African countries ;
  • Professional experience in Africa and / or in conflict / post-conflict contexts is a plus ;
  • Previous experience with COOPI and knowledge of its procedures.
