COOPI is looking for a(e) Responsible(e) for Protection Programs in Niger

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabery. Currently, COOPI works in the Diffa region in the areas of protection, mental health, and’education in emergency situations, including, in Niamey and Agadez in mixed migration with the management of the passage boxes and the’ psychosocial support of refugees and migrants, in the regions of Tillabery and Tahoua with interventions in the field of nutrition/health and’emergency education, in Maradi with a protection project. The main donors are ECHO, the’ European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and the UN agencies (UNHCR, UNICEF, IOM).

Position objective

Ensure coordination, programming and monitoring of the implementation of activities and evaluation of projects in the field of protection. The Protection Programs Officer will also be responsible for drafting new proposals and supervising project reports, including, in liaison with the Programme Officer and the Head of Mission. Based in the coordination office in Niamey, he/she will be part of the’ programme team (sectoral coordinators, project managers).

Responsibilities

Project monitoring

  • Technical supervision of project management in the field of protection, protection of children in situations of’ emergency (PESU) and gender-based violence (VBG)
  • Supervision of the planning and implementation of COOPI protection programmes in Niger, through the direct supervision of protection personnel, and, and ensuring a high level of technical quality of activities
  • Technical support for the design and improvement of protective interventions, child protection, GBV control, including the sharing and development of tools, guidelines and standards, and, and the training of staff
  • Supervision of the development and good management of the project database and regular transmission of official project documents to the Programme Coordinator and the coordination of Niger
  • To ensure the co-facilitation of the’Enfance Protection Sub-Cluster (SCPE) in coordination with UNICEF, leader

Development of project proposals

  • Support provided to the Programme Officer, Meal and’ programme team to ensure the preparation of project proposals in line with the country strategy
  • Editorial tasks, research, coordination and sharing of’information between the different staffs
  • Support for consultants, project managers in the preparation of new project proposals : technical assistance, monitoring compliance with guidelines
  • Support for the collection, analysis and presentation of basic information for the preparation of contextual analyses of projects, including, the effective application of results-based management tools and the design of management objectives
  • Supervision of significant integration of cross-cutting protection in other areas of COOPI intervention
  • Dissemination, implementation and monitoring of the PSEA in all COOPI offices in Niger

Rapporting

  • Contribute to the preparation and drafting of project reports financed by various donors in line with contractual rules
  • Maintain and share an internal reporting plan

Monitoring & evaluation

  • Monthly monitoring of protection projects in cooperation with project managers, S&E manager, administrative coordinator and program coordinator
  • In collaboration with the Programme Coordinator, validation and transmission of technical reports to donors
  • Collection of lessons learned and implementation of case studies to inform future programming and strategic directions
  • Organization and implementation of evaluation missions planned projects : participation in the development of the ToR of potential consultants, organization of field visits, preparation of internal and external evaluation reports, feedback to staff (project managers, etc, programme coordinator, country coordinator)
  • Support the’ programme team in the collection, updating and regular analysis of the specific data of the different projects and inform the programmatic monitoring tools of each project, support in the drafting of the’ studies, etc, assessments, and research of COOPI as required
  • Support for the provision of data for’information management matrices/tools designed at the level of clusters/sectoral working groups of the’OCHA humanitarian system
  • Possible organization of ad hoc training (project cycle, monitoring/supervision, funding procedures, internal COOPI instruments, cross-cutting protection issues, etc.)

Human resources and training

  • Participation in the recruitment of national staff
  • Participation in the strengthening of the skills of project staff
  • Participation in’assessment interviews with members of its functional team

Communication

  • Support for the production and dissemination of COOPI communication and visibility tools and products in Niger (newsletter, project sheets, brochures, success stories, photos/videos, etc.)
  • Collection of data and information necessary in collaboration with field teams to feed communication products

Others

  • Participation in meetings of the Protection and Sub-cluster VBG Cluster, and also in the’Intercluster (ICCG) and other coordination meetings
  • Participation in strategy presentation meetings and calls for proposal
  • Collecting, sharing and archiving project and other documents as needed
  • Facilitating knowledge sharing and skills development
  • Summary and internal and external dissemination of lessons learned from COOPI experience and good practices in the field of protection

Candidate profile

Essential

  • University Diploma in Political/Social Sciences, International Relations, Development, International or equivalent
  • At least 5 years of’ experience in the management and coordination of’urgence projects including 3 years in protection programs, child protection or in a similar field
  • Previous experience working with different donors (ECHO, INTPA, USAID/BHA, AICS and UN Agencies)
  • Strong technical understanding of the protection and protection of the CHILD’ in an emergency situation
  • Experience in reporting, project development, monitoring and evaluation
  • Excellent level of written (writing skills) and oral communication in French required
  • Capabilities and skills of’analysis
  • Ability to work under pressure
  • Ability to work in a team and independently
  • Good knowledge of common software (Word, Excel, Power Point)
  • Compliance with COOPI values/mission
  • Excellent mastery of the french language, written and spoken, and good knowledge of english and italian language

Desirable

  • Previous experience with COOPI and knowledge of its procedures
  • Previous experience in West’ Africa
  • Meaning of’organization and teamwork, flexibility
  • Ability to work as a team and in a multicultural environment
