Organizational Setting

The project titled “Promote agricultural cooperatives for increased market competitiveness” is developed to support the establishment and operations of production cooperatives in rural areas, which is a government priority, as reflected in various state programs, such as the “Strategic Vision and Roadmap for Azerbaijan 2020-2025,” the “State Program of Socio-Economic Development of the Regions of the Republic of Azerbaijan in 2019-2023,” and “Azerbaijan 2030: National Priorities for Socio-Economic Development”.

The project aims at improving the enabling environment for the establishment and effective operations of production cooperatives and mainly focuses on capacity building, awareness raising, and the promotion of the establishment of rules and procedures for cooperatives that fit the best practices applied internationally.

Reporting Lines

National Specialist on Rural Development will work under the overall supervision of the Assistant FAO Representative of FAO Partnership and Liaison Office in Azerbaijan, the technical supervision of the Lead Technical Officer and project team.

Technical Focus

The National Specialist on Rural Development will assist in identifying cooperative development areas through participatory analyses, support the project team in engaging stakeholders to evaluate the impact of cooperatives on rural development, and provide technical support for project trainings and workshops, all with the goal of fostering sustainable rural development in Azerbaijan.

Tasks and responsibilities

•  In close coordination with the National Specialist on Cooperatives, undertake a participatory and consultative process and analysis that identifies the geographical areas for the development of cooperatives;
•  In close collaboration with the NSAC and the ICAC, facilitate focus groups and public discussions, individual meetings and consultations with various stakeholders to assess the contribution of cooperatives for rural development;
•  Provide technical support to trainings and workshops as required for the effective implementation of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•  At least a Bachelor’s degree (preferably Master’s degree) in Social Sciences, Economy or other related fields;
•  5 years of relevant practical field experience in rural development;
•  Working knowledge of English is required;
•  Nationals of Azerbaijan or residents in the country with a regular work permit.

Technical/Functional Skills

•  Ability to conduct participatory analyses to identify suitable areas for cooperative development, involving stakeholders and ensuring their active involvement in the process.
•  Proficiency in facilitating focus groups, public discussions, individual meetings, and consultations with diverse stakeholders to assess the contribution of cooperatives to rural development.
•  Experience in providing technical support for project-related trainings and workshops, ensuring effective implementation and capacity building in the field of cooperative development.
•  Strong and demonstrable understanding of the rural development aspects/issues in the country.
•  Strong understanding of the national rural development policy.
