According to Article 4.2 ( e ) of the Staff Regulations, the filling of vacant posts in technical cooperation projects is not governed within the framework of Annex I to the Staff Regulations and is done by direct choice of the Director-General.

Appointments to technical cooperation contracts do not confer the right to a career at the ILO or to an automatic renewal of the contract or a conversion for a commitment of another kind to within the Organization. Introduction

Long considered a haven of peace and an engine of subregional integration, Cameroon has faced multiple security and humanitarian challenges since 2013. These are the attacks perpetrated by the Islamic sect Boko Haram in the Far North, the large flow of refugees in the eastern region and in the northern zone which has favored the emergence of social conflicts linked to the displacement of populations and access to resources. There has also been the stagnation of the socio-political crisis in the English-speaking regions of the North-West and the South-West since 2016. Security crises have increased the vulnerability of the Cameroonian population and young people in particular, who represent 77.8% of this population ( 3rd RGPH ).Several factors explain these crisis situations and their impacts on youth, including the low economic opportunities for young people, especially young women.

It is in this context that four UNS Agencies ( UNESCO, ILO, ONUNEMES and UNFPA ) have obtained joint funding from UN PBF to implement the « project Support for the implementation of the National Civic Education Program for Peacebuilding, peaceful coexistence and living together in communities affected by the crises in Cameroon ». This project highlights the knowledge and respect of civic and civic values by young people as the foundation for the promotion of peaceful coexistence, the spirit of entrepreneurship, intergenerational dialogue and community resource management

The interventions will mainly be based on the National Development Strategy ( SND 2020-2030 ), the national youth policy, the Cameroonian national integration strategy, the National Program of Civic Education through Moral Rearming, civic and entrepreneurial ( PRONEC-REAMORCE ) and the national youth, peace and security commission. As for the United Nations, the project aligns with ILO Recommendation No. TAG1> 205 on decent work for peace and resilience which frames the role of the ILO in the Humanitarian Next ° Development – Peace – HDP), to the United Nations Framework for Cooperation in Cameroon 2022-2026.

The ILO mainly provides lead on implementation, monitoring and evaluation of Project result 2, namely « Lasting peace and living it together in communities are promoted through the strengthening of technical skills and the entrepreneurial spirit of young women and men, including the vulnerable ». Although the geographic target of the project is 40 municipalities from 8 regions of Cameroon, ILO interventions will be concentrated in 8 municipalities taking into account the available budget, of its interventions already underway and the priority municipalities of Nexus. The ILO will use several national implementing partners to rapidly deploy its activities. The project team, based in Bertoua, will consist of a ( e ) Coordinator ( national ) e ( of the project, a ) e ( Assistant ) e ( in the Program and a Messenger Driver.

The ( the ) Coordinator ( trice ) e ( e ) CNP ( will be primarily responsible for the smooth running and management of the project, as well as the achievement of the result and the products concerned. He must ensure that the activities are implemented within the strict deadlines set. He will be assisted in the implementation of project activities by a ( e ) Assistant ( e ) in the Program for monitoring, evaluation, administration and finance and communication issues.

Essential functions and responsibilities

The ( the ) Coordinator ( national ) e ( of the project will work under the general responsibility and direct supervision of the Director of the ETD / BP ) Yaoundé. He / she will be under the technical supervision of the Specialist in business development and job creation and will also benefit from the technical support of the SME / ENTERPRISE, CSPR and SKILLS/EMPLOYMENT of the ILO headquarters in Geneva. He / she will be responsible in particular for ( e ): Summary of the main tasks and responsibilities: 1. Prepare, in consultation with all stakeholders, annual joint work plans, semi-annual and quarterly budgeted results-oriented and consistent with the guidelines of the Technical Committee and the PBF Secretariat of Cameroon, and submit them to the ETD / BP-Yaoundé; 2. Coordinate the implementation of activities,in relation to the national implementing partners ( Ministries, FNE, CMPJ, Vocational training centers, NGOs led by young people, social partners, etc ) as well as with the other partner agencies of the Joint Project ( UNESCO, ONUMES, UNFPA ) ;

3. Ensure synergy between the activities of the ILO component and those of the other components of the Project, or even those of similar projects implemented in Cameroon by other partners, for complementarity and good coordination of the actions of the HDP nexus in the country ;

4. Regularly provide relevant information relating to the activities of the ILO project, as well as the expected periodic reports; Build a database of information and monitoring of activities, communicate and ensure good visibility of the PBF and the achievements of the ILO project; Record good practices and lessons learned to improve such similar projects in the future.

5. Develop and implement the ILO component monitoring and evaluation plan which will be integrated into the joint monitoring and evaluation plan, in accordance with the broad outlines of the Project monitoring and evaluation mechanism contained in the project document; Identify the remaining baselines for certain indicators of the ILO component ; Evaluate to what extent the strengthening of the technical, professional and entrepreneurial capacities of young people have contributed to peace and social cohesion in the intervention municipalities.

6. Prepare and support monitoring and evaluation missions, including the independent final evaluation which will be conducted with the involvement of the PBF Secretariat.

7. Develop, in the launch phase of the Project, the sustainability strategy of the ILO component which is integrated into that of the Joint Project, in accordance with the guidelines of the Project sustainability strategy contained in the project document.

8. Contribute to the adaptation of useful training documents and programs within the framework of the ILO Project;

9. Identify implementing partners, consultants, write terms of reference and monitor the work of implementing partners and consultants involved in the implementation of the ILO project; collect and verify the information necessary for the preparation of external collaboration contracts, service contracts and execution partnership contracts, for the implementation of program activities ;

10. Contribute to the administrative and financial management of the project in relation to the competent departments of the ETD / BP-Yaoundé ;

11. Contribute to the preparation of conceptual notes and / or to the formulation of project documents for the mobilization of resources ;

12. Perform any other tasks that may be entrusted to it by the hierarchy as required and for the smooth running of the project.

Qualifications required

Training

The incumbent must have obtained an undergraduate degree ( License or equivalent ) in one of the following areas: economics, entrepreneurship, vocational training, peace, social sciences, political sciences, law, international relations or similar fields.

Experience

At least three years of professional work experience at the national level, in youth employment and entrepreneurship, with relevant experience on issues of peace and social cohesion in Cameroon.

Experience in planning, management, coordination, monitoring and evaluation of development cooperation projects is essential. A good knowledge of the participation of young people in peacebuilding is essential. A good knowledge of the ILO, national tripartite mandates and Cameroon’s technical and financial partners would be an asset.

Languages

Excellent knowledge of French. The ability to read, express and write in English will be considered an asset.

Skills

– Ability to implement and manage development cooperation projects, including negotiations with the Government and the social, technical and monitoring and evaluation practices partners, and carrying out surveys ;

– Good knowledge of the role and functions of the activities of the ILO system and the United Nations ;

– Excellent organizational skills and ability to work independently and diligently ;

– Excellent communication, writing and analysis capacity ;

– Ability to adapt and develop training materials, write coherent technical and financial reports in accordance with ILO and PBF standards and with strict compliance with deadlines ;

– Know how to communicate information and ideas with clarity and efficiency, by adapting language, tone and style to the interlocutors ;

– High level of integrity, professionalism, personal discipline, and impartiality ;

– Knowledge of MS Excel, Word and PowerPoint, use of social networks;

– Ability to defend ILO-specific social, ethical and organizational standards and values ;

– Ability to link the project to other initiatives of the decent work program in Cameroon ;

– Ability to create large and efficient professional networks internally and externally.

– Be comfortable carrying out frequent field missions and in fragile areas.

– Being able to anticipate and prepare in order to manage difficulties.

– Ability to work in a multicultural environment and to adopt a non-discriminatory behavior sensitive to gender considerations
