National Programme Officer (NP1) At Organization for Security and Co-operation in Europe (OSCE)

Background:

The National Programme Officer, under the direct supervision and guidance of the Senior Planning and Co-ordination Officer, supports the quality control of programme and project planning, monitoring and reporting on programmatic implementation and drafting of programme budget and reporting documents, with a primary focus on environmental and economic programmes.

Tasks and Responsibilities:

Under the overall supervision of the Senior Planning and Co-ordination Officer, the successful candidate will be tasked with the following duties:

  •  Assisting the Senior Planning and Co-ordination Officer in reviewing and editing project documents (project concepts, proposals, amendments and notes) and reports, as well as inputs for the Unified Budget Cycle documents (Programme Outline, Unified Budget Proposal and Programme Budget Performance Report); collecting and following up with programmatic staff or monitoring and evaluation (M&E) focal points in each department on information requested by the Senior Planning and Co-ordination Officer;
  •  Collecting, registering, reporting and maintaining information and documentation on programmatic activities and how they contribute to delivering programmatic goals, by means of liaising with M&E focal points in each department and relevant programmatic staff, and reporting back to the Senior Planning and Co-ordination Officer on department needs and progress. Discussing the findings with the Senior Planning and Co-ordination Officer to identify implications for the work of the Office as well as rationale and context of project activities; identifying specific problems and solutions; maintaining institutional memory to record programme history and in particular, updating databases related to project beneficiaries (disaggregated by age, gender and diversity), geographic scope of project implementation, progress on gender-sensitive indicators, similar projects implemented by other international organizations, etc.;
  •  Monitoring and compiling information on development aid and foreign policies of OSCE participating States, for the purpose of donor analysis and the development of donor strategies; and maintaining an ExB contact list with details of contact points in delegations and embassies for reporting;
  •  Carrying out limited research and evaluation of specific projects or project activities as requested by the Senior Planning and Co-ordination Officer, including field visits as needed;
  •  Attending internal and external meetings and takes minutes as requested;
  •  Maintaining, monitoring and updating an events calendar, in close consultation with the focal points in each department;
  •  Translating, where needed, project documents, such as project factsheets, from English to Kyrgyz and/or Russian;
  •  Performing other related duties as required.

Necessary Qualifications:

  •  University degree in development studies, business administration, economics, political science, international relations, or related field;
  •  At least two years of relevant professional work experience in programme and project planning, budget review, and project cycle management;
  •  At least one year of work experience in monitoring and evaluation;
  •  Proven professional-level written and oral communication skills in English, Kyrgyz and Russian;
  •  Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  •  Advanced computer literacy with practical experience in Microsoft Office applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,569.42 euro/month. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
