Location: Cairo, Egypt
Mission of the position:
The National Programme Development Director (NPDD) drives the area of Programme Development in the Member Association. She/he steers the development of the programmatic strategic directions and of programme activities. He/she ensures the development of national programme concepts and guidelines, following SOS CV federation and national requirements. The NPDD supports location managers and staff in the development and implementation of projects and services. He/she monitors programme/project results and compliance with federation and national quality requirements. He/she coordinates and supports location managers and staff in the implementation of results based management. The NPDD steers the development of the national advocacy strategy. He/she is a member of the National Management team. The NPDD is responsible to lead a team of national programme advisors. As a member of the regional NPDD network, she/he shares good practices and experiences.
Tasks and Responsibilities
Programme development, Quality assurance
- Steer strategic programme development in the national strategy development process, ensuring relevant and sustainable programmes in alignment with SOS CVI 2030 strategy and SOS Care Promise as well as national government strategies and policies
- Lead the development of national child rights situation analysis
- Lead the development of national programme concepts
- Contribute to national risk management
- Support programmes/projects in implementing the results based management approach
- Lead the development of a systematic quality assurance approach
- Support projects/programmes in planning new or changing existing services
Child Safeguarding
- Comply with Child protection policy, Code of Conduct, follow reporting/ responding procedures
- Support programmes in preventing and mitigating child safeguarding risks and in providing rehabilitation support
HR Development
- Lead national programme advisors
- Ensure support in the recruitment, onboarding, development of location managers and service leaders
- Support federation initiatives in PSHEA, Gender Policy and MHPSS framework
Knowledge management and Research
- Foster innovation and stay informed about latest research and evidence
- Ensure the association’s participation in international research projects
Partnership building and advocacy
- Ensure the development of national advocacy strategy and contribute to the implementation
- Monitor child rights violations in the association and contribute to national child care reform and the development of the national child and social welfare sector
Requirements
- University degree in social sciences, social pedagogy, social work or psychology
- Minimum 5 years experience in child and family development programmes
- Minimum 2 years management and leadership experience
- Experience in programme management and planning
- Good knowledge of standards and directions of child’s rights approach
- Good knowledge of legal issues related to social welfare
- Good knowledge of Human Resources Development
- Motivation for work focused on children and families
- High level communication skills
- Organisational skills for planning and organising resources to achieve goals
- Computer literacy (MS Office)
- Good command of English, written and spoken
