Organizational Setting

The FAO Country Office in Bangladesh (FABGD) is responsible for leading FAO’s response to country priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Regional Office for Asia and the Pacific (RAP), Divisions, Offices and Centres at FAO Headquarters, develops, promotes and oversees FAO’s strategic response to these priorities. Through its Country Programming Framework (CPF), the Country Office supports policy dialogue on food security, agriculture and rural development issues, at country level and facilitates the emergence of country partnerships and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Bangladesh and technical supervision of the project LTO, and under the direct supervision of the FAO-TA team leader and in close coordination with the RAINS Project Director.

Technical Focus

The specific duty of the National M&E/MIS expert is to provide technical guidance for the RAINS project. Specifically, he / she is expected to provide strategic guidance to the components of the RAINS project in the area of monitoring, reporting and MIS development. The duties and responsibilities include the following: Tasks and responsibilities

  •  Assist the RAINS-PMU (Project Management Unit) with the development / review of the M&E indicators.
  •  In close cooperation with the RAINS PMU and the MIS software developer, systematically review progress of the MIS implementation, including preparation of the customized IT tools for data collection and dashboards, and advise on the MIS tools adaptation.
  •  Support with the development of frameworks, guidelines and tools related to planning, monitoring, results measurement, evaluation, information and knowledge management.
  •  In close coordination with KM&E Specialist and Senior Monitoring Officers support the development / adaptation of relevant tools for monitoring and assessment data collection using handsets and integration with the MIS system for real-time results tracking for management support.
  •  Support PMU in maintaining an integrated project database, including data quality control and digitalization and integration of data under different RAINS components.
  •  Support and coach relevant field staffs in the use of the mobile data collection tools in close coordination with relevant counterparts.
  •  Identify needs, develop and implement training and coaching activities of the RAINS M&E team to ensure they are technically capable to use, operate and maintain the MIS, as well as analyze and use the M&E data for programming and planning.
  •  Support PMU in providing real-time information on project progress for Project Steering Committee, supervision mission and evaluation / review along with preparing management response as necessary.
  •  If requested by RAINS, provide additional technical support on the M&E system maintenance, operation and use as well as planning for learning events and activities.
  •  Support timely preparation of technical assessment, progress and terminal report.
  •  Participate and contribute to the FAO Bangladesh MEAL Unit’s in-house learning process and peer support mechanism as part of the overall programmatic approach.

Minimum Requirements

  •  At least eight years of relevant professional experience in MIS development, results monitoring, database management, action research and reporting in an international development setting, preferably with UN.
  •  Advanced University degree in a discipline relevant to the mandate of the organization and the duties listed.
  •  Working knowledge of English and Bangla.
  •  National of Bangladesh.

Technical/Functional Skills

  •  Demonstrable knowledge and experience in working with agricultural and market development projects, preferably in the coastal areas of Bangladesh.
  •  Excellent IT skills, knowledge of Microsoft Office, Access, Project, Arc/QGIS, Tableau/PowerBI, Kobo/ODK/SurveyCTO, SPSS/Stata/R Studio is required.
  •  Ability to deliver training sessions, work effectively and collaborative with government officials and diverse range of counterparts and stakeholders with humility and acting as a mentor to other component staff and director.
  •  Willingness to work as a team member with multicultural and multidisciplinary team of experts.
  •  Large database management experience is required.
  •  Knowledge and experience in working with agricultural and market development projects in Bangladesh is a strong value added.
  •  Ability to work independently and proceed with objectives of the assignment work under pressure and meet deadlines;
  •  Self-motivation, willingness to learn and good work ethics.
