Job Description

2. Office / Unit / Project Description
The UNDP Country Office Madagascar has been eligible for the « Insurance & Risk Finance Facility », hereinafter referred to as IRFF. The IRFF will provide innovative protection solutions in 50 developing countries by 2025. Currently, the facility is operational in 27 countries.
IRFF supports the development of innovative insurance products and services for vulnerable people and communities, while investing in the long-term transformation of insurance markets. The Facility works closely with partners in the sector to provide political advice, guidance, tools, methodologies and networks that strengthen the resilience of countries and communities to socio-economic, health, climate and other shocks.
The objective of the IRFF is to work with partners to build a solid financial resilience of families and countries, faced with the increase in climate risks, through inclusive insurance, risk finance, governance and development, advocacy, research mechanisms.
For the launch and implementation of the Initiative in Madagascar, the UNDP Country Office Madagascar is recruiting National Project Manager.
3. Scope of Work
The National Project Manager « coordinator » will be responsible for the overall management of activities in the country, ensuring that an appropriate work plan and budget are put in place and implemented on time, with an effective national team and strong partnerships.
Under the supervision of the IRFF Regional Specialist, the coordinator ensures that implementation mechanisms, such as the national steering committee and technical working groups, are set up and meet regularly, so that all workshops, technical studies and other planned activities are organized in time and meet the expected quality standards.
The main tasks and responsibilities are as follows
Management
- Ensure the identification, selection and supervision of national consultants and experts, in close collaboration with the UNDP country office and the IRFF Regional Adviser, and draft/revise the terms of reference for review of the IRFF team of the Country Office ;
- In consultation with the UNDP country office Madagascar and the IRFF team at regional / global level and with the support of Specialists at regional level, develop/revise the work plan and budget and submit draft work plans/timely budgets for the semi-annual budget review process ( June 30 and December 31 of each year ) ;
- Supervise the work of national experts and institutions to ensure that results are provided on time, within the set budget and according to quality standards; facilitate, stimulate and supervise the work of the national team of the IRFF program ;
- Organize inclusive consultation workshops, involving major players in biodiversity finance, including government, the private sector, NGOs, donors and academia.
- In consultation with the country office, discuss with government partners and other key stakeholders the establishment of a national steering committee ( or other relevant steering structures ) and monitor the implementation formal place and regular convening of the committee. Do the same, for any other proposed coordination mechanism, write the PV to be shared with the UNDP Country Office and the regional / global IRFF.
- Ensure that the risks associated with implementation at the national level are identified in time and communicated to the IRFF team.
- Organize a monthly meeting with the regional specialist of IRFF.
Report / Communication / Monitoring-evaluation
- Notify the Regional Specialist and the focal point of the Country Office of any delay in the deliverables compared to the work plan.
- Monitor, report and evaluate the project at the national level, write monthly and quarterly reports to be submitted to the Regional Specialist and the IRFF program team at the global level.
- Prepare project start-up workshop reports and all technical workshops.
- Write briefing notes, case studies, press releases, online articles and other media products as needed.
- Participate in research work, write and edit technical report sections as required.
- Provide quality assurance of all deliverables at the national level to ensure consistency with the IRFF methodology.
Main expected results ( products and processes ) :
- IRFF detailed work plan and budget approved by all stakeholders
- National steering committee set up and operational
- The deliverables of all consultants and service providers are of good quality and they respect the schedule, while the working relationships with the Country Office are clarified and effective.
- Communication channels and working methods are set in a consensual and functional manner.
- Systematic reporting and updating to UNDP, government, IRFF, etc.
- The planned activities are carried out within the required deadlines and quality standards.
- All workshops are organized according to the work plan and well documented.
- Technical contributions to summary reports and thematic notes, if applicable
- The whole global transformation process ( public awareness, steering committee, etc. )
4. Institutional Arrangement
The National Project Manager is placed under the supervision of the IRFF Specialist at the regional level and works in close collaboration with the UNDP Country Office Madagascar and the IRFF team at the national level.

Min. Education requirements
- Master’s degree in climate change, development finance, economics, project management, public policy or related fields, or another area combined with relevant professional experience in the financial services / insurance sector.
