Job Description

BACKGROUND

The OHCHR field presence in Moldova, led by the Human Rights Adviser, assists the UN RC Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approaches, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request. Thematic priorities for work are Strengthening rule of law and accountability for human rights violations; Enhancing equality and countering discrimination Integrating human rights in sustainable development; and Enhancing civic space and people’s participation.

OHCHR is developing a protection monitoring project aiming at improving the protective environment and equal access to services for refugees with specific needs and the most vulnerable host community members in Moldova including the Transnistrian region.

Key Duties and Responsibilities :

Under the overall supervision of the Head of the OHCHR in Moldova, and the direct supervision of a Human Rights Officer – Project Coordinator, the National Human Rights Officer’s main responsibilities and tasks are as follows:

  •  Contribute to the identification of human rights issues/problem areas, emerging and evolving trends of human rights concerns and violations as well as response and capacity gaps, and assist in the development of a strategy to respond to the situation;
  •  Research, collect, document, and analyze information pertaining to the human rights situation in the area of assignment;
  •  Provide input and advice on human rights issues as relevant to the mission’s work in the geographic area of assignment;
  •  Prepare briefing, interview notes, and analytical documents and contribute to the production of various documentation and reports;
  •  Ensure that all activities are conducted in compliance with relevant standards and methods of work, including for protection and safe handling of information;
  •  Provides support to building and facilitation of key contacts and partnerships to ensure effective dialogue/exchange on human rights issues;
  •  Support coordination with other relevant stakeholders, including regional organizations, in the pursuit of the mandate of the monitoring mission;
  •  Ensure the integration of universally recognized human rights, and the gender dimension, in all activities to be carried out within the area of responsibilities;
  •  Use information management tools developed by OHCHR, including the database;
  •  Participate in and contribute to lessons learned processes;
  •  Undertake other tasks as requested.

Impact of Results:

The key results have an impact on coordination activities and fulfillment of OHCHR Moldova objectives, activities, and outputs, in accordance with the human rights situation in the assigned region and area of responsibility.

Qualifications:

Education:

  •  Advanced university degree (Master’s or equivalent) in law, social/political science, international relations, or other relevant area.
  •  A combination of relevant academic qualifications and extensive experience, at the minimum a completed Bachelor’s degree and 2 years of extensive relevant work experience may be accepted in lieu of the advanced university degree.

Experience:

  •  Up to 2 years of professional experience in the promotion and protection of human rights and related areas.
  •  Experience of monitoring and reporting on human rights situations and identifying relevant technical cooperation needs in a crisis context would be a significant asset.
  •  Knowledge of the region is an asset.

Language requirements

  •  Fluency in oral and written English and, Russian
  •  Romanian language is desirable.
  •  Working knowledge of one or more additional languages relevant to Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian, or sign language is an asset.
