Job Description

Background and Organizational Context

Based on the priorities established by the Office of the High Commissioner of Human Rights (OHCHR), the Senior Human Rights Adviser and team in Sri Lanka focuses on providing technical assistance and advice to the UN Resident Coordinator and the Country Team (UNCT) for capacity building and mainstreaming human rights in their country work. The Advisor also provides technical assistance and advice to the Government and other national stakeholders, as requested, to strengthen national capacity for the promotion and protection of human rights. Activities of the Senior Human Rights Adviser in Sri Lanka include providing support to the UN Country Team, various government line ministries, National Human Rights Institutions (NHRIs), civil society organizations, and the UN Human Rights Mechanisms.

A Senior Human Rights Advisor and team has been working in the UN Country Team in Sri Lanka since June 2004

Job Purpose

Under the direct supervision of Senior Human Rights Advisor, this position will support the office of the Senior Human Rights Advisor (SHRA) to contribute to the overall effectiveness of the UN Resident Coordinator’s (RC’s) office in Sri Lanka in the areas of transitional justice, accountability, and reconciliation. The position will also lead engagement with other UN partners and agencies in the design, management and implementation of projects related to human rights, transitional justice and reconciliation and support engagement with other national and international stakeholders including government and civil society

Duties and Responsibilities

1.) Act as a focal point for UN RC’s Office, United Nations Country Team (UNCT), OHCHR and other relevant UN Agencies on human rights matters and due diligence;

  •  Provide information, advice including by contributing with a human rights perspective to briefing notes, concept notes, reviewing of key documents and ‘lessons learnt’ with the UN RCO, UNCT and relevant UN agencies
  •  Support in ensuring UN programme follow the Human Rights Due Diligence standards
  •  Leads M&E functions for the SHRA

2) Support activities to facilitate and support engagement at national level with the international human rights mechanisms:

  •  Collaborate with relevant stakeholders, including civil society partners in the design, management and implementation of projects related to human rights, transitional justice, and reconciliation. In particular, contribute to the integration of a victim-centric approach and a gender perspective in programmes.

3.) Supports resource mobilization and achievement of programme results:

  •  Identifying available funding avenues
  •  Analysis of information on donors, preparation of donor’s profile.
  •  Drafting of reports,
  •  Track work plans and reporting on mobilized resources and results

4.) Ensures facilitation of capacity building and knowledge sharing

  •  Organization of trainings and coordination meetings
  •  Synthesis of lessons learnt and best practices in programme.
  •  Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

Master’s degree or equivalent in law, international development, social sciences, public administration, or other relevant field with relevant experience on human rights, transitional justice or reconciliation

OR

Bachelor’s degree or equivalent in law, international development, social sciences, public administration, or other relevant field with relevant experience in human rights, transitional justice, or reconciliation with additional two (02) years of experience.

Experience:

– Demonstrated relevant experience at the national or international level in human rights, transitional justice, reconciliation is required. – Relevant experience in project management in the fields of human rights, transitional justice, reconciliation is required. – Excellent English language communication and drafting skills together with command of Sinhala and/or Tamil, is required. – Proven experience in working with Government, civil society, international organizations, and donors is desirable. – Prior experience, knowledge and sound understanding of peacebuilding and gender related issues is an asset. – Sound understanding of the local context is an asset – Excellent understanding of the local human rights and political context is an advantage – Previous experience with UN or development agencies in the similar capacity is preferred.
