National Experts/Consultants on Democratic Governance, Anticorruption and Public Integrity (Roster, SSAs) At Organization for Security and Co-operation in Europe (OSCE)

Background:

The OSCE Mission to Skopje is the Organization’s longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and police reform. As part of its democratization portfolio, the OSCE Mission to Skopje supports the implementation of effective corruption prevention policy through strengthening of integrity in the public sector. Fight against corruption has been highlighted as key reform priority for the Republic of North Macedonia.

With regard to the above, the Mission is updating its Roster of potential candidates to provide temporary expert/consultancy assistance for the needs of its ongoing and future programmatic activities, within the following areas:

  •  Promoting democratic governance principles, anticorruption and public integrity standards in North Macedonia;
  •  Strengthening institutional and personal integrity in the public sector institutions in North Macedonia;
  •  Promoting ethical conduct of public sector employees and elected / appointed officials at central and local level;
  •  Implementation of integrity system elements – transparency and accountability, inclusiveness, protection of public interest and preventing conflict of interest, professional conduct and ethical leadership, quality management in the public sector, protection of the whistle-blowers, gender equality, efficiency and effectiveness in using public resources;
  •  Drafting corruption risk management strategies;
  •  Inter-institutional co-operation and civil society engagement in the implementation of the corruption prevention policy in North Macedonia;
  •  Gender mainstreaming in the policy-making processes and implementation of public administration reform, democratization and corruption prevention regulations, including gender aspects of the corruption.

Tasks and Responsibilities:

Tasks and responsibilities of the consultant are specific to separate engagements and to the nature of the project in question. Typical assignments may include, but are not limited to:

  •  Provision of expertise, technical and strategic advice and assistance in the development and implementation of the democratic governance, anticorruption and integrity related legislation, policies, programmes, projects and similar;
  •  Conceptualization and drafting of policies, strategic documents, action and operational plans;
  •  Facilitating implementation of integrity and anticorruption programs in line with the democratic governance principles;
  •  Carrying out research and analysis in the area of democratic governance, anticorruption and integrity;
  •  Developing educational programmes (trainings, seminars, workshops, informative sessions), including preparation of instructive materials and delivery of trainings;
  •  Contribution to creation and expanding of the thematic knowledge resources;
  •  Planning, facilitation and participation in events organized by the Mission.

Necessary Qualifications:

  •  Citizenship of or permanent residence in the Republic of North Macedonia;
  •  First-level university degree in Economy, Law, Political Sciences, International Relations, Humanities and similar;
  •  Minimum of five years practical experience in related fields (democratization, anticorruption / public integrity, public administration, local government);
  •  Proven record of successful projects/consultancy services in the related fields of expertise;
  •  Proven experience with project implementation in the public sector and/or government institutions;
  •  Experience with OSCE or other International Organization in the country is an asset;
  •  Excellent written and oral communication skills;
  •  Computer literate with practical experience in Microsoft applications;
  •  Excellent written and spoken communication skills in English and in local languages;
  •  Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds;
  •  Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Remuneration shall be based on established OSCE rates, depending primarily on the nature of required services (e.g. complexity, difficulty and amount of work to be performed and the level of expertise required).
