ORGANIZATIONAL CONTEXT The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees the Organization’s development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization’s normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora. The Directorate houses the technical Divisions of Capacity Development, Industrial Policy Advice and Statistics (TCS/CPS); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of SDG Innovation and Economic Transformation (IET).

Division of SME Competitiveness, Quality and Job Creation (TCS/SME) works towards increasing the competitiveness of industries in developing countries and countries in transition, especially emphasizing business development of SMEs engaged in manufacturing and creating jobs therein. It aims at increasing competitiveness among SMEs in two interconnected ways: first, by modernizing businesses through the transfer of advanced technologies adapted to local conditions, product innovation, productivity improvement and upgrading, developing market and value chain readiness as well as improved access to finance; and second, by improving the quality of SME manufactured products and their compliance with market requirements through capacity building for the development of industrial production and trade-related quality infrastructure including for standardization, metrology, accreditation and of conformity assessment service institutions (testing, certification, inspection and calibration) and the strengthening of their capacities.

This position is located under the SME Development and Job Creation Unit (TCS/SME/SDJ) which supports small and medium manufacturing enterprises (SMEs) in Member States to take advantage of new technologies, business and organizational support, investment promotion, cluster development and partnerships to improve their businesses and improve their competitiveness.

PROJECT CONTEXT

The national expert’s assignments will concern UNIDO project 230002 ‘Fostering the readiness of industry as an essential component of a pandemic and emergency response’. This project represents the first phase (out of three) towards the establishment of the UNIDO International Centre for Industry Readiness.

The Centre is meant to be a pioneer industry readiness Centre based in the UAE, with a primarily focus on the MENA region. The model and operations could further be replicate in Africa and other continents. The overall goal of the Centre is to provide industries with the necessary skills, capacity, and network to be responsive towards global crisis, particularly by promoting advanced technologies and good practices in manufacturing health products; facilitating global partnerships; and sharing innovative solutions.

In this post pandemic context, the Centre is meant to respond to the most actual challenges that health industry faces worldwide, particularly by: i) strengthening local and regional value chains, ii) scaling-up manufacturing capacity, iii) boosting industry resilience and sustainability, and iv) promoting agile response through innovation and digital transformation.

FUNCTIONAL RESPONSIBILITIES

Under the close supervision of the Project Manager and the project team, the National Expert shall fulfill the following duties: Duties

In the context of project 230002, in alignment with the project needs and objectives, support the international expert in developing a data supported demand/offer-projection analysis, particularly in its national dimension (UAE). The analysis is meant to:

•  Defining the most required product categories, e.g., disease testing kits, vaccines, PPE (masks respirators, medical face masks, eye and face protection, gloves, disinfectant and sanitizer, technical clothing);
•  Identifying the current demand, including major buyers, source of funding for purchases), and supply patterns (% supply from within region, % supply from outside region, source of supply, pricing) in the identified region;
•  Identifying current offer, including current manufacturers, and existing production capacity, in the region);
•  Providing a forecast of potential new demand and offer, based on a projection of pandemic- or emergency- fueled demand/offer in the region.

The work of the national expert includes:

•  Research and provide data and contribute to the development of the analysis in its national dimension;
•  Provide substantial and logistical support for the organization of an online workshop to present and validate the analysis with UNIDO experts and other relevant project stakeholders;
•  Disseminate the workshop so as the involvement into it of national/international stakeholders.

Based on the results of the demand/offer-projection analysis, support the international expert in drafting the Terms of Reference (TOR) for the development of the UNIDO International Center for Industry Readiness, particularly contributing on the national dimension, e.g. providing national-related data and angle as needed, carrying out research and liaising with relevant national and international stakeholders.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree (master’s degree or equivalent) in Health Management, Business Administration, Economics, Engineering, Law, or other relevant discipline is required.

Technical and Functional Experience:

•  A minimum of five (5) years of practical experience in designing and implementing projects, initiatives or instruments (such as centers, hubs, clusters, programmes), in the areas of health, innovation systems, entrepreneurship, R&D, with a particular focus on SMEs competitiveness, is required
•  A minimum of five (5) years of practical experience in the management of projects in health management (pharma, biotech, medical sectors), is desirable.
•  Experience in evaluating the needs, conditions and problems in MENA region and Africa is desirable.
•  Experience in analyzing the needs, conditions and problems of health industry in an emergency context (e.g. pandemic or post-pandemic context, natural disasters, exceptional circumstances), is desirable.
•  Experience in developing or applying tools to strengthen SMEs competitiveness, is desirable.
•  Experience in policy analysis, economic research, strategy development, data analysis is desirable.

Languages: Fluency in written and spoken English and Arabic is required. Fluency and/or working knowledge of another official UN language is desirable.
