Title: National expert in communication for social and behavioral change and community engagement

  1. Context

Impact Santé Afrique (ISA) is a non-governmental organization based in Cameroon whose main objective is to contribute to improving the health of populations by implementing transformative and sustainable programs (for more information, visit www.impactsante .org ). As part of the “ Equity Access to Malaria ” project funded by the Initiative over a period of 3 years, Impact Santé Afrique wishes to develop specific communication material adapted to the needs of populations vulnerable to malaria. Indeed, social and behavioral change strategies generally aim to develop communication materials for the general public (posters, billboards, television and radio spots). However, there is a need for materials and messages specifically targeted to the beliefs and contexts of vulnerable groups; targeted messages that can be used in interpersonal communication and that align with NMCP messages, but will be more relevant to the contexts and needs of vulnerable groups.

To do this, ISA will use the human-centered approach to involve vulnerable communities themselves, including internally displaced populations, orphans, refugees, indigenous populations, people with disabilities, pregnant women, children under 5 years old.

It is with this in mind that ISA is recruiting a national expert in communication for social and behavioral change to organize community engagement workshops, for the co-design of prototypes of communication tools adapted to the different targets mentioned above.

  1. Main objective

Organize community engagement workshops for the co-design of communication tools and the development of social and behavioral change activities in the prevention of malaria among vulnerable populations in the health districts of Doumé, Mokolo, Maroua 3 and Mifi.

  1. Specific objectives

Specifically, these are:

  • To develop a process of co-designing communication tools based on the human-centered approach in order to develop priority prototypes (activities, communications supports, advocacy actions, etc.) making it possible to address the barriers identified by the Malaria Behavior Survey (MBS) carried out in the 4 project health districts;
  • Co-facilitate co-design workshops in the (04) four health districts of the project;
  • Provide technical support in the pre-testing and finalization of communication tools aimed at target populations;
  • Write the general activity report;
  1. Responsibilities of the National Consultant

The National Consultant will have the following responsibilities:

  • Use the results of the mini-MBS carried out in the 4 health districts in order to understand the barriers faced by populations vulnerable to malaria in accessing and using products and services to combat malaria;
  • Propose a simplified presentation of MBS results for vulnerable populations
  • Develop terms of reference for the facilitation of workshops to co-design prototypes of tools and activities for communication for social change and behavior of vulnerable populations in the districts of Doumé, Mokolo, Mifi and Maroua 3. These terms of reference references must include an implementation timetable as well as the estimated budget;
  • Prepare, with the support of the communication and community engagement project manager, the holding of workshops;
  • Co-facilitate each of these workshops in the 4 districts;
  • Produce a workshop report and a summary;
  • Provide technical support in finalizing communication tools

Qualifications du Consultant National

  • Minimum level of a Master’s degree in public health, Communication, social sciences or any other equivalent diploma;
  • At least 7 years of experience in the field of malaria and communication for social and behavior change in the field of malaria;
  • Ability to work in a multicultural environment, and with public institutions;
  • Proven skills in developing communication strategies and community engagement;
  • Excellent command of French and good written and verbal communication skills and excellent mastery of communication and presentation techniques;
  • Knowledge of the local context and regional specificities would be an asset.
  • Demonstrated ability to train and strengthen the capacities of civil society actors.
  1. Deliverables/results
  • Terms of reference for running co-design workshops
  • Priority prototypes (activities, communications supports, advocacy actions) are developed;
  • Animation of workshops
  • A validated global report is written and submitted to the NGO Impact Santé Afrique (ISA).
  1. Duration of the mission

The duration of the National Consultant’s mission will be 60 calendar days from the date of signature of the contract included in the period from 06/01/2024 to 07/30/2024, according to the timetable.
