National coordinator· – CDD of local law, CDDU expatriate or VSI – MAURITANIA At Health South


CONTEXT

Health South is an international NGO committed to the right to health for all. Our programs are designed according to a public health methodology based on human rights and gender equality. Since 1984, we have been acting without a substitute, building the capacity of our local partners to ensure that each and every· has access to quality care. Our partners are the ACTORS of the health systems (public health authorities, primary health services and reference), the local authorities of our regions of intervention’, and, civil society organizations committed to the right to health and to the people of the world.

Currently, Health South leads projects in West’ Africa, the Maghreb, Madagascar and Mayotte and deploys its expertise around 4 themes of’action: Medicalization of rural areas & Community health ; Health, sexual and reproductive rights and gender equality ; Health and development of children ; Fight against priority & neglected diseases.

Since 2012, Health South is an association of the SOS Group.

In Mauritania, Health South is currently implementing the projects :

  • PassThey, ’ support programme for the integration of sexual and reproductive health services for strengthening the fight against HIV-AIDS, TB, etc, malaria and their co-infections according to a gender approach in Mauritania, started in 2023.
  • Programme to strengthen sickle cell disease control mechanisms in Mauritania

MISSION

Under the responsibility of the Director of Operations, the·the national· coordinator represents Health South, supervises the work of the teams to ensure the quality,’ impact and accountability of the projects, and develops new programs in Mauritania.

As part of its missions, it will be in charge of :

1. Strategic Management

  • Ensures a monitoring of the health situation and the evolutions of the health system in Mauritania
  • Identifies health-related opportunities and challenges in the country of intervention
  • Develops the country strategy aligned with the objectives and the overall strategy of South Health
  • Lead the preparation of the annual budget of the National Representation of Health South in Mauritania
  • Contributes to the overall strategic thinking of Health South

2. Relations with partners & development

  • Builds and maintains successful relationships with local partners, funders, and government institutions
  • Develops the network of associative and technical partners and the reputation of Health South in Mauritania
  • Identifies and mobilizes the necessary funding for the launch and /or continuation of the programmes
  • Ensures compliance with the communication requirements of donors and the communication rules of Health South
  • Ensures a watch on the development opportunities of South Health in Mauritania
  • Participates, with the program managers and the partnerships manager, in the design of new projects on Mauritania
  • Represents the NGO at meetings, conferences and events

3. Project coordination

  • Supervises the· project managers for the planning and implementation of project activities in conjunction with operational and institutional partners
  • Ensures compliance with South Health procedures and methodologies established with the technical and program managers
  • Supervises the project managers·s in the’animation of the collection and raising of the’impact indicators in connection with the head office’s program managers
  • Regularly conducts project visits to monitor the quality of implementation and coach the project teams
  • Ensures the project manager on projects that are not provided

4. Administrative, Financial & HR Management

  • Ensures compliance with contractual obligations
  • Supervises the’ administration and finance team of the country and the management of budgets, in conjunction with the headquarters teams
  • Ensures the conformity of the’ set of actions to local law, global security and the health context of the country
  • Participates in the development of financial and narrative reports
  • Elaborates and manages the budget of the National Representation, with the support of its admin-fin team
  • Recruits the staff of the RN, and animates the’ team of the country

PROFILE

  • Training : holder of a diploma in the field of health, international solidarity, management or project management
  • Experiences :
    • At least 5 years as a project manager, national or international NGO or cooperation agency
    • Collaboration with local civil society organizations
    • Collaboration with actors in the health system
    • Management of’a multicultural and multidisciplinary team
    • Experience in the health field highly appreciated
  • Dynamism and spirit of’initiative, autonomy, rigor
  • Adherence to the values promoted by Health South (co-construction, expertise, responsibility and justice)
  • Mastery of’hassanya is an asset

CONDITIONS

Location: Nouackhott. Displacements to be expected on the’ areasintervention of the projects

CDD local law, CDDU expatriate or VSI – 12 months renewable

Remuneration according to profile and salary grid Health South

For expatriates in charge of 2 AR per year in the country of’ origin
