About the Asian Disaster Preparedness Center:

The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization for cooperation in and implementation of disaster risk reduction and building climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity-building center, ADPC develops and implements cross-sectoral projects/programs on the strategic themes of preparedness for response and resilient recovery, risk governance, urban resilience, climate resilience, and health risk management. ADPC strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, poverty and livelihoods, and regional and transboundary cooperation. Background:

Over the past five years, the humanitarian crisis in Ethiopia, driven by climate change and complex emergencies resulting from armed conflicts, drought, flooding, landslides, disease outbreaks, and COVID-19, has left millions of people in need of life-saving and livelihood support. The challenges have been further exacerbated by economic, environmental, and social factors. Although Ethiopia’s current disaster risk management (DRM) policy advocates for multi-sectoral, integrated, and decentralized approaches, the integration of DRM into sectoral ministries and relevant institutions remains unrealized. Moreover, the frequent turnover of government officials, senior professionals, and decision-makers in the national DRM councils, key ministries, and regional bodies poses a significant challenge. Therefore, it is essential to build and sustain leadership, decision-making, and program development capacities in disaster risk management leadership, risk analysis, planning and the effective implementation of humanitarian actions.

ADPC is looking for a National Consultant to assist in the development and delivery of standard training courses in humanitarian preparedness and response leadership. These courses are intended for high-level officials, decision-makers, and senior professionals who will become trainers. The National Consultant will collaborate with a team of experts to assess leadership gaps in EDRMC and key sector ministries and will be responsible for designing and delivering these training programs. The National Consultant’s role is to complement the International Consultant by incorporating local context/perspectives, leadership training experience, institutional behaviour values, and areas for improvement into customized training design and delivery.

The consultancy assignment aims to enhance Ethiopia’s preparedness and response systems by equipping executives, managers, senior planners, and program design professionals with the skill set, toolset, and mindset. Training modules will be developed and delivered by assessing existing capacities, challenges, and gaps within key sectors in DRM and humanitarian response leadership.

The specific training topics will be identified at the inception stage of the consultancy in consultation with the Ethiopian Disaster Risk Management Commission (EDRMC) and key ministries. The courses aim to empower leaders to:

  • Strengthen leadership skills to enhance decision-making, communication, and coordination, particularly in times of complex emergency situations.
  • Develop the ability to identify disaster risks, explore alternative emergency management options, and transition from reactive responses to proactive risk management.
  • Enhance their knowledge to optimize current humanitarian programs and strategic vision.
  • Promote leadership enrollment in mainstreaming DRM into policies, plans, projects and programs while aligning sector policies with the DRM policies
  • Foster the creation of a network of humanitarian leaders and encourage the development of a community of practice.
  • Apply collaborative governance approaches, leadership strategies, and skills to initiate concrete actions aimed at enhancing the disaster and climate resilience of their organizations and communities.
    1. Analyze existing leadership practices and training needs of leaders and decision-makers in the EDRMC and key sector ministries with a specific focus on lead agencies who are members of the National Disaster Risk Management Council.

Purpose and Objectives:

The purpose of this assignment is to provide technical assistance to EDRMC in order to build the leadership capacity of high-level officials, decision-makers, and senior professionals in humanitarian preparedness and response leadership, with a focus on disaster risk management.

The specific objectives of this assignment are to:

  1. Design two (2) training course modules with facilitator guides for:
    1. A leadership training of trainers (ToT) for senior professionals responsible for strategic planning, programming, and leading national humanitarian operations from EDRMC and line ministries.
    2. A leadership training course for high-level officials and decision-makers (ministers, state ministers, commissioners, deputy commissioners, and senior advisors).
    3. Deliver three (3) training,comprising:
      1. One (1) ToT for senior professionals.
      2. Two (2) leadership training for high-level officials and decision-makers.

Expected Outputs:

By working collaboratively with the training development team, the National Consultant will assist the International Consultant in delivering the following outputs within the specified timeline by integrating relevant experiences and best practices in Ethiopia and Africa to create practical learning:

  1. Inception report with detailed methodology, approaches and timeline for this consultancy.
  2. Report on leadership practices and training needs of EDRMC and lead sector ministries.
  3. Standard training course modules with facilitator guides for humanitarian preparedness and response leaders:
  4. A leadership ToT for senior professionals.
  5. A leadership training course for high-level officials and decision-makers.
  6. Delivery of three (3) trainings. This includes:
  7. One (1) ToT for senior professionals.
  8. Two (2) leadership training for high-level officials and decision-makers.
  9. A training completion report that will highlight the strengths and challenges of the courses, along with recommendations for enhancing future training.

Responsibilities and Tasks:

The National Consultant is a key member of the core team, responsible for crafting training materials and facilitating training courses. The National Consultant is tasked to support the International Consultant and the following activities:

  • Leadership training analysis: Analyze leadership capacities within EDRMC and sector ministries involved in humanitarian efforts. Identify gaps and training needs to form the basis of a standard leadership training module. Review documents from Ethiopia and Africa, integrating relevant experiences and best practices.
  • Framework development: Organize internal consultations with the International Consultant, EDRMC and ADPC to develop a training framework and refine methodologies. Consider political, social, and cultural factors in discussions to ensure effective leadership training.
  • Training design: Propose clear training objectives, sessions, exercises, and evaluation methods. Draw from leadership training experiences in Ethiopia and Africa to create practical learning.
  • Module creation: Develop training materials, identify suitable trainers, and tailor concepts to the local context. Incorporate real-world examples and practical exercises from Ethiopia and Africa.
  • Training delivery: Conduct two leadership training courses for high-level officials and a TOT program for senior professionals. Plan and facilitate the workshops, encouraging open discussions and constructive dialogues in local languages and using local case studies to enhance engagement and learning.
  • Final module development: Based on insights from the training, finalize training materials. Submit a comprehensive report summarizing outcomes and recommendations. Document key learnings, achievements, and challenges for future improvements.

Working Principles:

In performing the duties and responsibilities above, the National Consultant will be supervised by the ADPC Program Manager based in Addis Ababa, Ethiopia, and will work closely with the International Consultant and the technical team of EDRMC and ADPC for this assignment.

Qualifications:

The National Consultant should have the following qualifications and experience:

  • A minimum of a Master’s degree in Social Science, Policy Development, or other related fields is required. Experience in Ethiopia and the Horn of Africa region is preferable.
  • At least 20 years of experience in leadership development, disaster risk management, humanitarian actions, capacity building, training design, development, and facilitation, including training needs assessment.
  • Proven experience in leadership training.
  • Previous experience in working with national governments, humanitarian actors, and international organizations in similar programs.
  • Excellent command of English and Amharic, both written and spoken and ability to prepare high-quality training curriculum, materials and reports.

Duty Station: Addis Ababa, Ethiopia

Duration: 6 months.This is an output-based consultancy.

Itinerary: In case the official mission outside the duty station is required, the consultant will be entitled to domestic flights, local travel, daily subsistence allowance, accommodation, and other related travel costs as per ADPC financial policy.
