BACKGROUND AND JUSTIFICATION

To comply with the LMD requirements and better adapt supply to demand, the Institute for Training in Literacy and Non-Formal Education ( IFAENF ) developed in 2014, with financial and technical support from UNESCO through the CapEFA program, higher level programs ( professional license and master ).

These programs were evaluated in 2021 with the support of UNESCO’s CapED program. The results of this evaluation highlighted recommendations, including those relating to the revision of training programs at the medium and higher level to take into account the requirements of higher education, and certain components and innovations, in particular educational alternatives and digital technology, and thus provide training that meets the needs of students and socio-economic realities of the country.

The revision of IFAENF programs will be done in synergy and coherence with that of literacy centers created across the country and which are the main users of IFAENF leavers in terms animation and supervision of activities. This will not only integrate the new training needs but also ensure consistency with those of the initial training of animators and supervisors at IFAENF level

Also, the objective of the consultant’s mission will be to support a team of ten people responsible for conducting the IFAENF program review process, develop guides and train supervisors on the implementation of guides in class situations. It will also support the workshop to revise the programs of the literacy centers and their adaptation in the seven ( 7 ) national languages.

SUMMARY OF POST FUNCTIONS

Tasks and responsibilities

Under the authority of the education sector head of the UNESCO regional office in Dakar, and the supervision of the head cluster teaching learning in collaboration with the UNESCO team in Niger and the program review teams on/the consultant ( e ) will be in charge of supporting the revision of the IFAENF training programs, training of supervisors as well as the revision of training programs for literacy centers and their adaptation in the seven national languages.

The consultant ( e ) will perform the following specific tasks :

  •  Propose a methodology and a work agenda ;
  •  Accompany the team in the review and finalization of the two training programs ( medium and higher ) ;
  •  Animate and facilitate in collaboration with the development team, the workshop to revise training programs at the medium and higher level ( content, training models, training sequence diagram, evaluation system );
  •  Support the development of two guides ( medium and higher level ) for the training of the 56 supervisors, in particular the implementation, in class situation ( method and teaching, learning sequence diagram, training evaluation, student monitoring … ) ,
  •  Animate and facilitate the training workshop for the 56 IFAENF trainers in collaboration with the guide development team and the review of the two training programs ;
  •  Support the drafting of the IFAENF training of trainers report ;
  •  Support the revision of programs and the development of guides for literacy centers ;
  •  Support the adaptation of the programs of the literacy centers in the selected national languages ;
  •  Write the final consultation report.

DURATION AND PERIOD OF CONSULTANCE

The consultation will take place over three months depending on the programming of program review activities and training of supervisors . The duration will be distributed as follows :

  •  Animation and facilitation of the medium and higher level program review workshop : seven ( 7 ) workshop days in Niamey and two ( 2 ) days for the finalization of the report and training programs
  •  Support for the development of two guides of the medium and higher level: ten ( 10 ) days in Dosso and two days for the finalization of the production guides of the workshop report
  •  Animation of the IFAENF training workshop for trainers: Seven ( 7 ) days in Niamey
  •  Animation and facilitation of the workshop to revise the programs of the literacy centers: Ten ( 10 ) days in Tahoua
  •  Facilitation of the adaptation of the programs of the literacy centers in seven languages: Sept ( 7 ) days in Niamey
  •  Drafting of the final consultation report

Deliverable 1

  •  The report of the workshop to revise the revised training programs at the medium and higher level of IFAENF accompanied by the models of the training programs

Deliverable 2

  •  Development report of the two guides for the implementation of programs one at the medium and higher level and which will serve as support for the training of trainers
  •  The revised training programs of literacy centers in French plus the report of the program review workshop

Deliverable 3

  •  Revised training programs for literacy centers adapted into seven languages plus the activity report
  •  IFAENF trainer Training Report
  •  Final report of the consultation.

QUALIFICATIONS REQUIRED

Education

Higher university degree ( master or equivalent ) in educational sciences or any other relevant field

Professional experience

At least five years of professional experience in formulating LMD programs, and ’ training engineering and educational engineering.

Know-how and skills

AENF skills articulated to EFPT and digital would be an asset.

Excellent editorial skills; Excellent communication skills in writing and speaking in French.
