STANDARD MINIMUM QUALIFICATIONS

Experience: A minimum of three years of relevant professional experience, including monitoring and evaluation activities.

Experience in using a variety of quantitative and qualitative analytical tools and methods .
Education: University degree at the level of the degree in the field of social sciences, statistics, development economics, performance management, etc, monitoring and evaluation or in other related fields, or first university degree with additional years of relevant work
l’experience and/or training/courses.

Language:
Mastery (level C) of French and English.

MAIN TASKS AND RESPONSIBILITIES.

Under the supervision of the Monitoring and Evaluation Manager, the staff will be responsible for :

Monitoring & evaluation

  1. Contribute to the development of follow-up plans, including, review and evaluation that will provide the most relevant and strategic information to achieve the expected results (as set out in the Strategic Country Plan (SPM) and other global and regional), while being in line with the requirements of the MAP for evaluation and monitoring.
  2. Budget the costs of monitoring and evaluation and advocate with your supervisor for appropriate financial and human resources.
  3. Provide feedback on the formulation of regional monitoring and’assessment strategies and support their operationalization.
  4. Contribute to evidence-based decision-making on program design and implementation, including by making the results of monitoring, review and evaluations accessible, by developing innovative, user-friendly and informative products.
  5. Assist WFP management in responding to recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken appropriately.
  6. Contribute to capacity building for monitoring and evaluation of WFP staff and partners through training and information sharing. Manage subordinate staff members and guide them as needed to enable high performance to be achieved.
  7. Provide input to the line manager on the development and implementation of national and inter-agency monitoring, reporting and evaluation frameworks, including, including the United Nations Development Assistance Framework (UNDAF) aligned with national sustainable development goals.
  8. Take responsibility for mainstreaming gender protection and perspectives in all areas of activity, in order to ensure equal participation of women and men.

Specific to the Tracking function

  1. At the design stage of the strategic country plan (SPM), assist the monitoring and evaluation leader or program manager in developing a theory of change that describes how expected results are likely to occur and lists key assumptions and risks.
  2. Assist the line manager in ensuring that CO monitoring systems and tools are in place and compliant with company standards, including minimum monitoring requirements (MMRs), and, standard operating procedures (SOPs) and the establishment of benchmarks and targets consistent with the updated departmental results framework (CRF).
  3. Write regular monitoring reports on the status of results and implementation and contribute to data analysis.
  4. Support mid-term reviews and thematic reviews that are aimed at internal learning, strategic and operational decision-making.

Specific to the function of’Evaluation

  1. Manage or support senior managers in the management of decentralized evaluations in accordance with the WFP evaluation policy and the decentralized evaluation quality assurance system (DEQAS). This involves managing or supporting evaluation processes, from planning to completion: researching, hiring and supervising external evaluators, and, engage stakeholders in an appropriate manner in the evaluation process and manage communications and budgets.
  2. Support centralized evaluations managed by the Evaluation Office, joint evaluations of the United Nations Development Assistance Framework and donor-led evaluations in the country.
  3. PERFORM all other tasks as required.
