National Administrator in charge of Budget and Programming FT/NOB At World Food Programme


MINIMUM ACADEMIC QUALIFICATIONS STANDARD :

Training : University degree at the Master level in Business Administration, Statistics, Finance, Economics or another related discipline.
Additional professional training in project management, statistical analysis and/or operational planning and management is desirable.

Experience: At least 3 years of experience with a Master or 5 years of experience with a Licence/Bachelor
Language : Mastery (level C) of the English language. Intermediate knowledge (level B) of a second official language of the United Nations: arabic, chinese, french, russian, spanish, portuguese (a working language of the WFP).

MAIN RESPONSIBILITIES:

a. Planning and Budgetary Management

  1. Contribute to the implementation of plans and policies by setting clear objectives ; coordinate processes for budgeting and programming activities in accordance with functional and WFP strategies.
  2. Review budgets to ensure that they are accurate, appropriate, cost-effective and effective, and complete, in accordance with available guidelines, by reporting on gaps and providing full feedback to key stakeholders, as required, and.
  3. Review and publish budgets in WFP corporate systems, ensuring that all budget support documents are available, including, and respond to comments and recommendations received before relevant resource data is recorded in internal systems for reference.
  4. Support the preparation of funding proposals through an analysis of donor trends in relation to operational deficiencies, including, by proposing options for the prioritisation of funds by activity and by modality, where appropriate.
  5. Analyze the closing activities of FSCs and RBPs, and, ensuring that measures are taken to receive transfers of resources and to start and close operations in a timely manner.b. Pipeline Management
  6. Review and analyze the requirements for product pipelines, including applications for funding, and the need for
  7. Anticipated, in collaboration with stakeholders at the operational level, to ensure rapid deficit coverage and effective use of contributions.
  8. Coordinate and consolidate information for the monthly cross-functional working group on the pipeline (between regional offices, sub-offices and field offices as required), and, who proactively discusses the availability of resources and future shortages, while recommending timely mitigation measures.
  9. Participate in meetings with internal stakeholders to discuss the use of planned contributions and support the process of developing funding proposals.

c. Fund and performance management, and reporting

10. Advise spending units on the timely and appropriate programming and use of funds to align them with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that allow for reporting in close collaboration with the partnership teams.

11. Monitor sub-allocations of funds in accordance with available procedures and guidelines, to make funds available to spending units for timely engagement.

12. Coordinate and consolidate contributions for the Resource Management Committee (WRC) of the CO/RB that reviews and prioritizes resources against country portfolio budget (CPB) implementation plans, in accordance with agreed timelines

13. Contribute to the preparation of interim, progress and final reports, as stipulated in various contribution agreements between WFP and selected donors, in particular for locally negotiated contributions, in close collaboration with counterparts in the CO, RB and Headquarters as required.

d. Others

14. Where appropriate, contribute to the activation/deactivation and management of the global commodity management system (GCMF) supply lines, including, participate in knowledge transfer activities to the’ supporting the facility and facilitate decision making for the allocation of company stocks.

15. Supervise, guide a small team, mentor and provide/deliver training to build capacity and increase the expected level of operational support, and, acting as the first escalation point for more complex analyses and requests.

16. Gather and analyze data and contribute to the preparation of accurate and timely reports, including, to enable informed decision making and consistency of information presented to senior management and external stakeholders.

17. Implement projects for the development and improvement of systems, techniques, tools, etc, processes and procedures to better track and manage and report on WFP budgets and resources.

18. Represent the unit at internal meetings, committees and working groups, as required, in order to obtain and provide budget and resource programming information.

19. Follow standard emergency preparedness practices and contribute to the oversight of financial risk management.
