MSF Logistics: General Director (M/F) At Doctors Without Borders


The General Director / CEO of MSF Logistics guarantees:

  • The deadlines and quality of the services and advice provided to the MSF partner entities of the purchasing center, consistent with the supply strategies of the various MSF Operational Centers in collaboration with the other purchasing centers, in a spirit of constructive criticism and partnership for MSF missions and ultimately for the benefit of the populations served
  • The harmonious operation of the purchasing center, a quality framework and working environment for all employees, the quality of internal social dialogue specific to the structure and its activity; in compliance with legal and regulatory obligations in the countries where it is based
  • At the MSF international level, he/she represents MSF Logistics at the ESCC (Executive Supply Chain Committee) and as such participates in defining the orientations of the “MSF Supply Chain”

The general director ensures the continuity of the main orientations of the “MSF Supply Chain” strategy:

  • Develop the activities of the center in support and consistency with the MSF strategy of decentralization and regionalization of supplies
  • Actively contribute to reducing the carbon and environmental footprint linked to the activities of the purchasing center
  • Organize collaboration and interoperability with other European Purchasing Centers / ESCs and partner Operational Centers
  • Develop the information system in line with changing practices and interoperability objectives

The general director ensures external communication for the purchasing center, at the regional, national and international levels.

To this end, his/her missions include:

Strategy development and implementation

  • Propose to the Board of Directors the medium and long-term vision of the association’s orientations and the development strategy in conjunction with the Management Committee and all stakeholders, and in consistency with the international roadmap for supply
  • Define with all partners and employees of the purchasing center the action plans and the human and material resources necessary for the implementation of the strategy
  • Deploy, in collaboration with all stakeholders (employees, partners), the change approaches inherent to developments in humanitarian supply with regard to environmental issues and constraints
  • Share the association’s vision and strategy via appropriate internal communication ensuring the cohesion of the different departments and partners
  • Lead performance and optimization initiatives and participate in continuous improvement projects by proposing recommendations based on data analysis
  • Communicate and raise awareness about the activity and issues of management control

Organization and human management of work

  • Guarantee Human Resources management adapted to the challenges of the Centrale, consistent with MSF’s HR policy and ensuring the quality of social dialogue within the association and a quality working environment
  • Contribute to the formalization of internal governance, allowing the participation of all MSF Logistics teams and collaborators in the construction and implementation of action plans (supervision/evaluation of internal platforms)
  • Ensure the involvement and buy-in of MSF teams, develop the spirit of cooperation between teams and cross-functional management, ensure the arbitrations are implemented
  • Evaluate and ensure the development of the skills of its teams, the acquisition of new skills within the framework of adapted training
  • Lead, mobilize, supervise and motivate team members and guarantee their exemplarity
  • Carry out and promote respect for the values ​​of the association’s ethical charter

Management of activity and adaptation to changes in the internal and external environment MSF

  • Ensure the effectiveness and efficiency of the association’s various operational and support processes
  • Monitor and develop the culture of “customer/user” satisfaction
  • Guarantee the necessary responsiveness of the organization, particularly in the context of the deployment of emergency missions
  • Guarantee the adequacy of information systems with the needs of the organization
  • Guarantee the reliability and operationality of MSF Logistics infrastructures in compliance with internal regulations
  • Ensure fair treatment regardless of the Operational Center concerned

Guarantor, by delegation of the Board, of the institutional responsibility of the association

  • Ensure adherence to and respect for the fundamental values ​​held by the MSF association
  • Ensure compliance of its activities with existing legislation and regulations in its field in the countries where MSF Logistics is based, in particular the compliance of MSF Logistics statutes with existing legislation (social, tax, etc.)
  • Ensure the interests and representation of the association internally and externally
  • Guarantee transparency and good management of finances and financial reporting

Required profile

You have at least 5 years’ experience in a position with similar responsibilities ensuring the management of a purchasing center in an international and humanitarian environment.

You are recognized for your skills in international Supply Chain management in difficult contexts, in financial management as well as a mastery of social legislation and therefore master the different aspects of managing an organization comparable to ours.

As a manager of multidisciplinary teams, you know how to work in a team and co-construct decisions. You have a great capacity for listening, synthesis, animation and communication, guaranteeing a good capacity for change management to carry out development projects in accordance with humanitarian contexts and MSF ethics.

You speak French and English fluently, you are autonomous, demanding and honest, you have a keen sense of priorities, all essential assets that will allow you to succeed in your missions.

Taking office: September 1, 2024

Contract: CDI – renewable 3-year mandate

Location: Position based in Mérignac (33700)

Organization of working time: Day package of 205.5 days per year; teleworking charter

Specificities: Restrictions; International travel to be planned

Remuneration : €6,095 gross monthly over 13 months + Restaurant vouchers + Supplementary health insurance covered by 100% employer
