Monitoring, Evaluation and Learning Manager At Counterpart International


In El Salvador, Transparency and Accountability Activity in the Public Sector (TAPS), hereinafter “ the Project ”, is a five-year project funded by the United States Agency for International Development (USAID) that seeks to improve transparency and accountability of Salvadoran State entities, including municipalities, and compliance with anti-corruption policies; as well as increasing citizen participation and control over state activity to prevent and combat corruption.

To this end, Counterpart seeks a Manager in Monitoring and Evaluation, Collaboration, Learning and Adaptation (MEL / CLA) to direct the work to be carried out in this area, including technical and supervisory responsibilities. The position will provide superior technical leadership in adaptive management and learning activities to facilitate a collaborative and adaptive management culture.

The Manager will supervise the technical areas: monitoring, evaluation and learning (MEL) and communications.

Responsibilities

  • Lead all Monitoring, Evaluation activities, as well as coordinate Collaboration, Learning, and Adaptation and knowledge management of the project, including design and/or the implementation of the Monitoring, Evaluation and Learning Plan ( MEL ), the development of learning and adaptation tools and methodologies, as well as documentation and analysis of quality data collection processes.
  • Develop and implement a Collaboration, Learning and Adaptation plan that describes key questions, stakeholders and their roles, and stakeholder engagement at multiple levels.
  • Employ strong Collaborative, Learning and Adaptation practices, based on USAID documents and methodologies and other relevant technical sources, adapted to the stages of the project cycle throughout MEL’s work, and facilitate the use of Adaptation and Learning Collaboration methodologies and practices in internal processes and with implementing partners.
  • Work closely with the entire Project team to support MEL capacity development internally and with implementing partners.
  • Serve as a convenor for dialogue and learning on emerging or conjunctural issues, help identify and respond to key learning issues, and coordinate efforts among stakeholders (project team, both civil society and government partners).
  • Prepare, or coordinate, the preparation of quarterly and semi-annual reports to send to USAID and any technical documents necessary to share with the donor, parent company or other interested parties.
  • Ensure that monitoring and evaluation information is fully utilized through knowledge sharing and strategic learning processes, to accelerate innovation and bring innovations to programmatic work.
  • Ensure that monitoring and evaluation information is shared effectively through engaging communication products and participatory learning events with USAID, partners and other stakeholders.
  • Supervise and provide professional development opportunities to their staff, ensuring that they have effective technical support for the performance of duties.
  • Any other activity that is delegated to you by the Project Director or designated and that is related to the work in your charge, for the fulfillment of the objectives and expected results of the project.

Qualifications

  • University degree in areas related to monitoring and evaluation, organizational learning, development cooperation, public, business or development administration, political science, public policy, economics or the like.
  • Relevant experience of at least eight (8) years in strategic planning, monitoring and evaluation, project design, learning facilitation and / or knowledge management, including experience in applying learning to improve international development programs and changing systems for the adaptive management of development organizations or agencies.
  • With experience in communication issues; for example, supporting the development of communication products and strategies and the exchange of knowledge.
  • Knowledge of the management of cooperation projects, as well as the policies, regulations, procedures and practices of cooperation projects on the project cycle, Collaboration, Learning and Adaptation, evaluation and other related, preferable to US cooperation.
  • English language proficiency written and spoken. This includes the ability to effectively lead and participate in formal conversations, read technical materials, and write technical reports.
  • Management of computer tools for online learning, as well as for monitoring and monitoring projects.
  • Strong communication, supervision and management skills.

Preference:

  • Master’s degree in statistics, international development, or other social sciences relevant to the position.
  • Knowledge of cooperation policies and procedures on gender and inclusion and other related ones.
  • Experience in the design and production of analytical research on public politicians.
  • Experience in applying a gender and social inclusion approach in learning events.
  • Previous experience in governance projects financed by development cooperation agencies.
