The job is located in the Territorial Operational Unit ( UTO ) established in San Miguel, El Salvador.

Hierarchical dependency

El/la analista en monitoreo y seguimiento trabajará bajo la supervisión general de la Representante Asistente (Programas) de FAO El Salvador y bajo la supervisión directa del Coordinador de RECLIMA y del Sub-Coordinador Territorial para San Miguel (UTO 2), realizando las siguientes funciones: Campo de especialización

El/la Analista en Monitoreo y Seguimiento en coordinación con el Especialista en Monitoreo y Seguimiento se encargarán principalmente de diseñar, implementar y coordinar el plan y la estrategia de monitoreo y seguimiento del proyecto RECLIMA. Asimismo, será el encargado/a de asegurar que se compile/levante y maneje adecuadamente la información, para luego sistematizar y difundir toda la información cuantitativa como cualitativa relacionada a los indicadores y resultados que será gestionada.

Tareas y responsabilidades

  •  Brindar apoyo para la implementación del plan de monitoreo, seguimiento y evaluación en campo del proyecto RECLIMA en San Miguel, La Unión, Morazán y Usulután en coordinación con el equipo coordinador, técnico y administrativo del proyecto de la Unidad Técnico-Operativa (UTO) de San Miguel, así como acompañar a las instituciones participantes y actores clave en territorio para lograr los productos y resultado del proyecto.
  •  Apoyar la implementación del plan de monitoreo, seguimiento, así como diseñar los instrumentos para la recolección de datos utilizando instrumentos/herramientas acordes con los indicadores establecidos, verificando la calidad de los datos recolectados de acuerdo con los criterios preestablecidos en el Marco Lógico del proyecto.
  •  Provide support to stakeholders and partner organizations for the implementation of the Project, in the use of data collection protocols differentiated by sex and age groups, data use strategies, reports and best practices for results-based management.
  •  Support verification of compliance with project activities in the field so that they contemplate mechanisms for measuring appropriate indicators.
  •  In collaboration with the Monitoring, Monitoring and Evaluation Specialist of the Project Management Unit ( PMU ) and the RECLIMA technical team of specialists, support in the design of the instruments/data collection tools based on the monitoring and monitoring plan and organize the data collection process according to the collection instrument.
  •  Support the PMU Monitoring and Evaluation Specialist in preparing the project POA and contribute to the priority setting process for preparing the Project’s priority matrix.
  •  Support gender-organizations and environmental safeguards specialists in the design and implementation of an M&E system that includes priority cross-cutting themes ( gender, indigenous populations, environmental safeguards ) for FAO and partners, which fulfill the commitments agreed in the framework of social and environmental management, gender and indigenous peoples action plan within the framework of FAO approaches and tools and that complements the project monitoring system.
  •  Contribute to the elaboration of terms of reference of support personnel to the specific area according to the required monitoring design and project activities to be implemented.
  •  Process data and generate reports/reports based on analysis needs and organize information according to project objectives using the different software for data recording and analysis, obtaining descriptive analysis of the field information.
  •  Prepare, together with the Specialist in Monitoring, Monitoring and Evaluation of the Project Management Unit ( PMU ) and in coordination with the UTO San Miguel deputy coordinator, the monitoring reports, quarterly, semi-annual and annual providing recommendations according to the various users, and supporting the development of the intermediate and final evaluations of the project.
  •  Alert the PMU M&E Specialist, to the UTO Subordination of San Miguel and to the RECLIMA specialist technicians of necessary corrective measures linked to resource implementation times and project logic respectively in the eastern part of the country; as well as timely reporting on the status of compliance with the logical framework indicators and compilation of verification sources
  •  Apoyar activamente la elaboración de informes según estándares y lineamientos adoptados por la FAO y el donante; coordinar con los socios para la implementación y contrapartes los informes mensuales, trimestrales, anuales y cualquier otro que sea necesario, de acuerdo con los modelos establecidos por la Dirección del Proyecto y la contraparte considerando la teoría de cambio, el marco lógico, matriz de seguimiento, líneas de base, documentos de referencia y otros.
  •  Apoyar las reuniones de los Grupos de Trabajo de Proyecto que sean convocadas.
  •  Dar seguimiento a la oportuna aplicación del enfoque y perspectiva de género, juventud y pueblos indígenas en todas las acciones del proyecto, así como en registros, procesamiento de datos, planes, programaciones, instrumentos de seguimiento, de planificación y sistematización.
  •  Apoyar y verificar la calidad en captura de información desagregada por sexo, grupos etarios y alimentación de las plataformas establecidas para el monitoreo de resultados de proyectos y las metas definidas para la Coordinación del Proyecto en la zona de oriental.
  •  Realizar otras tareas relacionadas según se requiera bajo el enfoque multitask.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

  •  Professional with a degree level in Agricultural Sciences, Natural Resources, Social Sciences, Economics, Project Management, related careers.
  •  A minimum of three years of experience in monitoring and tracking large-scale projects.
  •  Fluent in Spanish (level C) and desirable intermediate level (level B) of English.
  •  National of El Salvador.

Technical/functional skills

  •  Experience in humanitarian aid or international development organizations.
  •  Good management of monitoring and follow-up methods and approaches (quantitative, qualitative and participatory).
  •  Strong skills using MS Excel, Database and at least one statistical analysis software program (for example: STATA, SPSS, Power BI).
  •  Design and implementation of M&E systems, as well as development and implementation.
  •  Experience in sharing knowledge on best practices, designing and developing training staff, and facilitating focus groups, workshops, and other qualitative data collection methodologies;
  •  Excellent analysis and report writing skills
  •  Ability to lead strategic planning, results-based management and reporting.
  •  Knowledge of climate change adaptation, natural resource management, and disaster risk management.
  •  Ability to direct the formulation, execution, monitoring of development and strengthening programs and projects

  •  Advanced management of computers in MS Windows environment and MS Office Platform.
