Mission and objectives
UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources, working with them on their own solutions to global and national development challenges. UNDP in Mozambique supports the Government of Mozambique to achieve sustainable development, create opportunities for empowerment, particularly for women and the most vulnerable, protect the environment, deal with disasters and build resilience, establish strategic partnerships; to improve the quality of life for all citizens.
Context
Mozambique is one of the most vulnerable countries to climate change and the third most hydro-meteorologically, disaster-prone country in Africa (World Bank Risk Index, 2017). An estimated 25% of the population is directly exposed to hazards and a far greater number indirectly (GFDRR, World Bank, 2017). The country’s economy is heavily dependent on renewable and non-renewable natural resources. Unsustainable management of the environment and natural resources threatens people and biodiversity through, for example, water pollution, land degradation, deforestation, unsustainable fishing, and unplanned urbanization. The socio-economic benefits of the environment and natural resources are reduced over time from unsustainable use contributing to development challenges and poverty. The costs of unsustainable management of the environment and natural resources were estimated to be equivalent to 17% of GDP in 2012, impacting disproportionately on the poor. UNDP-Mozambique is supporting the government in different areas related to the environment, sustainable management of natural resources, climate change and resilience to disasters. These include biodiversity conservation through interventions to combat Illegal wildlife trade, expansion of conservation areas, financial sustainability of the protected areas system as well as policy development and planning for climate and disaster resilience at national and subnational levels. The disruption of the world-wide covid 19 pandemic creates unprecedented opportunities for assessing Mozambique’s development pathway, to re-shape its sustainable, green and climate-smart economic growth to build its resilience of one of the poorest countries in the world. The work of UNDP Mozambique is guided by the recently developed United Nations Sustainable Development Cooperation Framework (UNSDCF 2022-2026), which describes the collective vision and response of the UN system to the Government of Mozambique development priorities and its Country Program Document 2022-2026 (CPD) which outlines UNDP’s contribution to the government 5-year Programme (PQG) results; the 2022-2026 UNSDCF and 2022-2025 UNDP Strategic Plan theories of change. The volume of activities and respective resources have been increasing over the last years for the ENRCCR Unit and concurrently the level of demand to ensure that projects are in compliance with UNDP POPP guidelines and the overall corporate and donor requirements. Against this backdrop, UNDP Mozambique is recruiting a Monitoring and Evaluation Specialist to be based in Maputo. In close collaboration with programme staff in the Unit for Environment, Climate Change, Natural Resource Management & Resilience (ENRCCR Unit) the incumbent will ensure compliance, analysis and review of UNDP corporate compliance exercises and monitoring and evaluation tasks and requirements for all projects and programs in the unit.
Task description
Under the direct supervision of the Head of Unit for ENRCCR and in close collaboration with the Project Management Support Unit, PMSU – to which the M&E officer will devote at least 20% of his/her time – the Monitoring & Evaluation Specialist will undertake the following tasks: Support to PMSU (20% of incumbent time):
- Seek regular updates from the CO PMSU team on the status of corporate compliance exercises and contribute to maintain an up-to-date Implementation Monitoring and Evaluation Plan (IMEP), with the Unit’s tasks timely completed
- Support the PMSU with coordination of HACT assessments for projects within the Unit
- Support the PMSU with communication and awareness building activities on the environmental and social safeguard policies Support to the ENRCCR Unit (80% of incumbent time):
- Develop a comprehensive M&E plan and monitoring matrix for the unit and ensure all UNDP corporate compliance exercises including annual work plans and annual reports are carried out and submitted in a timely manner, with good quality standards and in compliance with UNDP POPP guidelines.
- Coordinate inputs from project managers to the UNDP corporate reporting, such as ROAR, IWP, PIR, CPD and UNSDCF
- Assist project managers in the preparation of project specific reports (annual, quarterly and donors specific reports) and ensure that reports comply with POPP guidelines and donor requirements
- Assist the unit with meetings such as LPAC, Steering Committee, Project board and meetings with key donors, as required
- Support project managers in developing and monitoring the practical application of the “Environmental and Social Management Framework” and identifying potential risks and implications for the adherence of the safeguard policies;
- Assist to draft documents and materials to be presented at the unit and CO meetings; projects annual meetings, project steering committees and all relevant meetings, ensuring narrative and key figures are verified, sound and updated;
- Support Project Managers to prepare regular project monitoring visits, identify potential implementation risks and proactively propose potential solutions;
- Support daily tasks pertaining to project management, including updating monitoring databases, tracking project progress and delivery
- Perform any other duties and responsibilities assigned as appropriate to the purpose of this post, and deliver the results as required .

Requirements
Required experience
3 years of experience in
- Monitoring and Evaluation at national and/or international level in Non-Profit Organization, or other relevant programmes; experience with UNDP is an asset, as is experience working in the UN or other international development organization;
- Project management and/or reporting, monitoring and evaluation experience
- Strong knowledge of monitoring and evaluation, including qualitative and quantitative data collection and analysis
- Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
- Good design and communication skills including data visualization using infographics, charts, graphs etc. Other skills, include:

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Maputo, Mozambique. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
